NTU International A/S is a leading international consulting company providing project management and technical advisory services worldwide. NTU works extensively with European Union institutions, international financial institutions, development agencies, and public sector clients across transport, infrastructure, urban development, climate resilience, governance, and sustainable investment.


NTU International is preparing a proposal for the project “Global Gateway Transport and Urban Facility 2 – EC-INTPA/2026/EA-RP/0006.”


The overall objective of the project is to support the global transition towards inclusive, smart, clean, safe, secure, resilient and sustainable transport and cities in partner countries, in line with the Global Gateway strategy and the European Green Deal's geopolitical offer.


The contract is expected to start in January 2027 and will have an implementation period of 48 months. Experts may be mobilised for short-term technical assistance assignments globally, with a particular focus on Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific.


We are seeking experienced professionals across a broad range of urban development, planning, infrastructure and sustainability disciplines to join our Urban Development Experts Talent Pool.


Key Responsibilities

  • Supporting the identification, preparation, appraisal and implementation of sustainable urban development projects and programmes.
  • Conducting urban diagnostics, prefeasibility and feasibility studies, technical assessments, economic and financial analyses, and urban development studies.
  • Supporting integrated urban planning, land-use planning and the preparation of urban development strategies and master plans.
  • Supporting the development of smart, green, inclusive, safe and climate-resilient cities.
  • Advising public authorities on urban policies, regulatory frameworks, institutional arrangements and urban governance reforms.
  • Supporting the preparation of urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
  • Integrating sustainable urban mobility and accessibility considerations into urban development planning.
  • Supporting urban regeneration, public space development, nature-based solutions and green infrastructure.
  • Integrating climate change adaptation and mitigation, disaster risk reduction, environmental sustainability and resilience into urban investments.
  • Supporting socially inclusive urban development, including gender equality, accessibility and human rights considerations.
  • Conducting economic and financial assessments and supporting the identification of appropriate financing mechanisms, including private sector participation and PPPs.
  • Supporting infrastructure maintenance, asset management and life-cycle approaches to urban infrastructure.
  • Contributing to institutional strengthening, knowledge creation, training and capacity-building activities.
  • Facilitating coordination between municipal and national authorities, EU Delegations, IFIs, private sector stakeholders, civil society and development partners.


Requirements

  • Minimum 5 years of professional experience in urban development, urban planning, municipal infrastructure or related sectors, with expertise in one or more of the following areas:

Integrated urban planning and sustainable urban development;

Urban and regional planning;

Urban regeneration and neighbourhood development;

Sustainable urban mobility and accessibility;

Smart cities and urban digitalisation;

Green cities, green infrastructure and nature-based solutions;

Climate-resilient urban development and climate adaptation;

Urban environmental management and decarbonisation;

Disaster risk reduction and urban resilience;

Municipal infrastructure and urban services;

Public spaces and inclusive urban design;

Land-use planning and spatial development;

Urban governance, policy and institutional reform;

Social inclusion, gender equality and accessibility in urban development;

Urban economics and municipal finance;

Urban infrastructure investment planning and project preparation;

Public-private partnerships and private sector participation in urban development;

Infrastructure asset management and maintenance;

Monitoring and evaluation of urban development programmes.

  • Experience in international technical assistance, donor-funded and/or IFI-financed projects is highly desirable.
  • Professional experience in Sub-Saharan Africa, Latin America and the Caribbean, and/or Asia and the Pacific will be considered a strong asset.
  • Familiarity with Global Gateway, the European Green Deal, G20 Principles for Quality Infrastructure Investment, sustainable urban development frameworks and international good practices is advantageous.
  • Experience working with municipalities, national authorities, urban agencies, IFIs, development partners, civil society and/or private sector stakeholders is desirable.
  • Strong analytical, coordination, stakeholder engagement and reporting skills.


Language Requirements

  • Excellent command of English is required.
  • Knowledge of French and/or Spanish will be considered a strong asset depending on the assignment.
