Position Summary
The Quality Engineer owns the day-to-day operation and improvement of Terya's quality management system across a genuinely multidisciplinary business - civil and building works, electrical and energy systems, automation, and testing and calibration services.

This role exists because Terya's clients, consultants and regulators require documented, verifiable evidence that work meets specification, and because the company is committed to certified standards rather than informal practice. You will translate ISO 9001 requirements into practical inspection and test plans, audit the way work is actually done, close out nonconformances properly, and turn quality data into decisions management can act on.

The impact is direct and measurable: fewer defects and reworks, cleaner handovers, stronger audit outcomes, better supplier performance, and lower cost of poor quality. You will work across every department, which gives unusually broad visibility of the business for an engineering professional at this level.

The role builds credentials across ISO 9001, ISO 45001, ISO 14001 and ISO/IEC 17025 in a live operating environment, with a clear path towards Senior Quality Engineer, QHSE Manager or Lead Auditor roles for candidates who demonstrate rigour, independence and sound judgement.


Key Responsibilities
The successful candidate will be expected to:
Quality Management System and Documentation
• Maintain, implement and continuously improve the ISO 9001:2015 quality management system across all operating disciplines.
• Draft, review, issue and control quality manuals, procedures, work instructions, forms and inspection checklists.
• Administer document and record control so that only current revisions are in use on site, in the workshop and in the office.
• Prepare Inspection and Test Plans (ITPs), quality control plans and method statements for projects.

Auditing and Compliance
• Plan, schedule and conduct internal quality audits against ISO 9001 and applicable statutory, client and contractual requirements.
• Conduct process, product and supplier audits, recording objective evidence and grading findings consistently.
• Coordinate external certification, surveillance and client audits, and manage the response to all findings raised.
• Verify that executed works comply with drawings, specifications, national standards and regulatory requirements.

Inspection, Testing and Measurement
• Perform and witness inspections at defined hold and witness points, releasing work only when acceptance criteria are met.
• Review material test certificates, calibration certificates and supplier documentation before acceptance.
• Support the testing and calibration function in maintaining measurement traceability and ISO/IEC 17025-aligned practice.
• Monitor concrete, structural, electrical and commissioning test results, and escalate deviations without delay.

Nonconformance and Continuous Improvement
• Raise, track and close nonconformance reports (NCRs) and corrective and preventive actions (CAPA) within agreed timelines.
• Lead root cause analysis using structured methods such as 5 Whys, cause-and-effect analysis and 8D.
• Analyse quality data and cost of poor quality, and report trends, KPIs and improvement opportunities to management.
• Facilitate risk assessments and maintain the risk and opportunity register required by the standard.
• Drive continuous improvement initiatives and lead lessons-learned reviews at project close-out.

Training, Suppliers and Stakeholders
• Deliver quality induction and toolbox training to site teams, technicians and subcontractors.
• Evaluate, qualify and monitor the performance of suppliers and subcontractors against defined criteria.
• Support client, consultant and regulator engagement on quality matters, including handover dossiers and as-built documentation.
• Work closely with HSE and engineering teams to promote an integrated quality- and safety-first culture.


Required Qualifications
Minimum Education
• Diploma in Quality Management, Civil, Mechanical, Electrical or Industrial Engineering, or a closely related technical discipline.
• Diploma holders with strong ISO credentials and demonstrable audit competence are strongly encouraged to apply.

Preferred Education
• Bachelor's Degree in Engineering, Quality Management, Industrial Engineering or a related field.

Required Certifications (Mandatory)
• ISO 9001:2015 Internal Auditor certification from a recognised training provider. This certification is a mandatory requirement for this position.
• Documented evidence of formal training in quality management systems must accompany the application.

Additional Certifications (Strong Advantage)
• ISO 9001:2015 Lead Auditor certification (IRCA, Exemplar Global or equivalent recognised body).
• ISO 45001 Occupational Health and Safety Management Systems.
• ISO 14001 Environmental Management Systems.
• ISO/IEC 17025 competence for testing and calibration laboratories.
• Six Sigma Green Belt or equivalent process improvement certification.
• Registration with the Uganda Institution of Professional Engineers (UIPE) or a recognised quality professional body.

Experience
• Two to five (2–5) years of experience in quality assurance or quality control within construction, engineering, energy, manufacturing or a testing and calibration environment is preferred.
• Demonstrable experience conducting internal audits and managing nonconformances is essential.
• Candidates with fewer years of experience but strong ISO certification and clear audit competence will be considered on merit.
• Exceptional recent graduates holding a valid ISO 9001:2015 Internal Auditor certificate are encouraged to apply.
