Job descriptions & requirements

Key Responsibilities

1. Compensation Strategy & Management

  • Design and maintain the organization's pay structure, salary bands, and job grading system.
  • Conduct job evaluations and job leveling using market data and internal benchmarking tools.
  • Lead the annual salary review and bonus/merit increase processes, ensuring alignment with business goals and budget.
  • Manage incentive plans (short-term and long-term), sales compensation programs, and recognition schemes.
  • Make recommendations on pay actions including job offers, promotions, equity adjustments, and retention bonuses.


2. Benefits Administration

  • Oversee the design, implementation, and ongoing management of all employee benefit programs including medical insurance, group life, GPA, pension/provident fund, and wellness programs.
  • Evaluate benefits policies to ensure they remain competitive, cost-effective, and legally compliant.
  • Manage relationships with external benefit providers, brokers, and consultants.
  • Communicate benefits offerings to employees and ensure all new joiner information is up to date.


3. Payroll & Statutory Compliance

  • Oversee the end-to-end monthly payroll process, ensuring accuracy and timeliness.
  • Prepare and submit monthly statutory payments to Uganda Revenue Authority (URA) – PAYE, withholding tax – and National Social Security Fund (NSSF) by the 4th of each month.
  • Ensure compliance with all Ugandan labour laws and regulations regarding compensation, benefits, and working conditions.
  • Serve as the focal point for payroll audits and internal/external compliance reviews.
  • Maintain payroll records in line with data protection and records management policies.


4. Market Intelligence & Analytics

  • Conduct annual and ad-hoc compensation benchmarking surveys to determine competitive wage rates.
  • Analyze internal equity and external competitiveness, preparing reports for leadership.
  • Produce regular reward analytics including gender pay gap analysis, cost trends, and workforce insights.
  • Monitor market trends and legislative changes, recommending adjustments to compensation and benefits programs as needed.


5. Policy Development & Governance

  • Develop, document, and maintain C&B policies, procedures, and standard operating guidelines.
  • Ensure all reward practices are aligned with the organization's total rewards philosophy and business objectives.
  • Partner with Finance to ensure adequate funding for all compensation and benefit payments.
  • Manage the annual payroll audit process and implement process improvements.


Qualifications & Experience

Education

  • Bachelor's degree in Human Resources, Business Administration, Finance, Accounting, or a related field.
  • Professional certification in compensation (e.g., CCP – Certified Compensation Professional) is a strong advantage.

Experience

  • Minimum 5–7 years of progressive experience in compensation, benefits, and payroll management.
  • At least 3 years in a managerial or supervisory role within a C&B function.
  • Proven experience managing end-to-end payroll for a medium-to-large workforce.
  • Experience with Uganda-specific statutory requirements (URA, NSSF) is essential.
  • Experience in a multinational or matrix organization is preferred.


Technical Skills

  • Strong proficiency in Microsoft Excel (advanced functions, pivot tables, data analysis).
  • Experience with HRIS / payroll systems (e.g., SAP SuccessFactors, Workday, Sage, or local payroll platforms).
  • Solid understanding of Ugandan labour laws, NSSF regulations, and URA tax requirements.
