The successful candidate will be expected not only to manage existing projects effectively, but also to identify and develop new opportunities that can attract grants, loans, investments, technical assistance, partnerships and other resources to support the SACCO's strategic objectives.

Role Description
The Project Officer will be responsible for coordinating the SACCO's strategic projects and programmes, ensuring effective implementation, planning, budgeting, monitoring, documentation, reporting and stakeholder coordination. The officer will also play a key role in identifying new opportunities for institutional growth by developing high-quality project concepts, proposals, partnerships and funding opportunities. The position requires an individual who can combine strong project-management discipline with creativity, initiative, commercial thinking and resource-mobilisation capability. The successful candidate will be expected not only to manage existing projects effectively, but also to identify and develop new opportunities that can attract grants, loans, investments, technical assistance, partnerships and other resources to support the SACCO's strategic objectives.

2. Key Responsibilities
A. Project Planning & Implementation
  • Coordinate the planning and implementation of SACCO projects and strategic programmes.
  • Develop project work plans, implementation schedules, budgets and activity plans.
  • Coordinate project activities across relevant SACCO departments.
  • Ensure projects are implemented within approved timelines, budgets and agreed objectives.
  • Monitor project milestones and deliverables.
  • Identify implementation challenges and recommend appropriate corrective action.
  • Maintain an up-to-date portfolio of all projects and strategic initiatives.
  • Ensure that project activities remain aligned with the SACCO's strategic plan.

B. Project Monitoring, Reporting & Documentation
  • Develop and maintain effective project monitoring and reporting systems.
  • Prepare periodic project progress reports for Management and relevant stakeholders.
  • Coordinate preparation of narrative, financial and performance reports.
  • Track project outputs, outcomes, expenditure and performance indicators.
  • Maintain accurate and comprehensive project records.
  • Ensure timely submission of project reports and other required documentation.
  • Maintain an effective electronic and physical project filing system.
  • Document project achievements, lessons learned, challenges, and success stories.
  • Support project reviews, evaluations, and audits.

C. Budgeting & Financial Management
  • Participate in the preparation of project budgets and financial projections.
  • Monitor project expenditure against approved budgets.
  • Prepare budget-versus-actual reports.
  • Monitor utilisation of project resources.
  • Work closely with the Finance Department to ensure accurate project financial reporting.
  • Identify budget variances and recommend appropriate corrective measures.
  • Support preparation of project cash-flow forecasts.
  • Ensure that project expenditure is properly documented and supported.
  • Promote value for money and financial accountability across project activities.

D. Resource Mobilisation & Proposal Development
A major responsibility of the Project Officer will be to proactively identify opportunities to mobilise additional resources for the SACCO.
The officer will:
  • Research and identify potential sources of funding and strategic support.
  • Monitor grant, financing, investment and partnership opportunities.
  • Develop concept notes, proposals, business cases and funding applications.
  • Prepare high-quality project narratives, budgets, logical frameworks and implementation plans.
  • Develop proposals for both grant and financing opportunities.
  • Identify opportunities for concessional finance, commercial financing, guarantees, technical assistance, blended finance and strategic partnerships.
  • Maintain a database of potential funders, investors and development partners.
  • Establish and maintain a pipeline of potential funding opportunities.
  • Coordinate internal teams in preparing funding applications.
  • Track submitted proposals and follow up on opportunities.
  • Develop institutional profiles, project briefs and funding presentations.
  • Continuously identify innovative ways of leveraging the SACCO's resources to attract additional capital.
5. Strategic Partnerships
  • Identify organisations and institutions with potential to partner with the SACCO.
  • Develop and maintain relationships with development partners, financial institutions, Government agencies, private-sector organisations, foundations, NGOs and other strategic institutions.
  • Support negotiation and development of strategic partnerships.
  • Prepare partnership concept notes and briefing documents.
  • Identify opportunities for co-financing and joint programmes.
  • Represent the SACCO professionally in relevant project and partnership meetings.
  • Maintain a structured database of strategic partners and prospective partners.

Qualifications
Minimum Requirements
  • Bachelor's degree in Project Management, Business Administration, Economics, Finance, Development Studies, International Development, Social Sciences or a related field.
  • At least 3 years of relevant professional experience in project management, business development, resource mobilisation, financial services, development programmes or a related field.
  • Demonstrated ability in proposal writing and project development.
  • Experience in project budgeting and reporting.
  • Strong analytical and research skills.
  • Excellent written and verbal communication skills.
  • Strong computer literacy, including Microsoft Office applications.
