Organizational Capacity Specialist

Overview

SITES is seeking for a highly skilled technical consultant to serve as Organizational Capacity Specialist for an upcomimg evaluation.This evaluation will provide the USAID/Uganda Office of Health and HIV with information on the implementation, performance, and achievement of intended results for the LPHS activities to inform course correction and adaptations for the remaining performance periods of the Activities. The evaluation will inform the design of future interventions and activities that will contribute to achieving and sustaining HIV epidemic control in Uganda.

Responsibilities

The Organizational Capacity Specialist will serve as a technical expert and will contribute to the inception report, data collection tools, and interviews to be conducted. The expert will also lead selected research assistants in one of the regional teams. The expert will also be responsible for the relevant analysis, synthesis, and writing of the relevant thematic sections of the report and subsequent presentations.

Qualifications

Graduate level degree in Business Administration, Organizational Development, Project Management, Social Sciences, Public Health, or a related field. Five plus years of experience working in or consulting Ugandan organizations or the Government of Uganda in capacity strengthening. Experience strengthening capacity of non-governmental organizations, private for profit, private not for profit, and public health facilities, and private sector organizations. Experience implementing organization-led change through the use of assessment and performance measurement tools. Familiarity with USAID organizational assessment tools (NUPAS, OCA, OPI, etc.) required. Demonstrated understanding of fundamental organizational capacity domains (e.g., leadership and governance, financial management and internal controls, risk mitigation, IT systems, program management, gender and inclusive programming, etc.). Experience working with USAID funded recipients or sub-recipients preferred. Demonstrated understanding of systems thinking approaches to capacity strengthening preferred.
