Objective of the assignment
To conduct a final evaluation of the CSI project
Profile of the consultant
The consultant should have the following skills and experience:
1. Master’s degree in Monitoring and Evaluation, Project Management, Statistics, Development Studies, Social Sciences, Law and/or human rights, or any relevant field;
2. Experience working on rights-based programming and access to justice projects in the context of Uganda;
3. 5 years' or more working experience in project evaluation, preferably in the access to justice sector.
4. Familiarity with, contextual knowledge of, and experience working in Uganda.
5. Excellent interpersonal skills and proven ability to multitask and work under tight deadlines
6. Proficiency in English; knowledge of local languages spoken within the target project areas is a comparative advantage
Availability: 30 working days between November and December 2026

• Indicative budget for consultant fees, detailing the proposed activities, number of days allocated for each, and daily rate (Fees should be inclusive of all taxes as per the Income Tax Act Cap 340 and quoted in UGX)
• Technical proposal outlining the consultant’s understanding of the Terms of Reference, proposed methodology, work plan and approach to addressing the evaluation questions.

About the Project
The project “Empowering Civil Society and Enhancing Civic Space through Regional Networks” is a 3-year project (2023 to 2026) being implemented by Avocats Sans Frontières (ASF). This is with funding from the Belgian Development Cooperation. The project's geographical scope spans two countries, Uganda and Tanzania.
The overall goal of the project is to contribute towards the respect and realization of civil liberties, human rights, and the rule of law in East Africa through an empowered civil society. To do this, the following specific objective and results are expected:
Specific Objective: Empower civil society to actively participate in and influence the shaping of norms and policies critical to promoting a conducive and enabling environment for human rights and the rule of law.
● Expected Result 1: Civil society actors coordinate to monitor and collect data for evidence-based advocacy
● Expected Result 2: Capacity-building activities are organized with relevant stakeholders including CSOs, members of the community of practice, and state actors
● Expected Result 3: Human rights defenders are supported through legal representation in case of violation of their rights
● Expected Result 4: Civil society actors build spaces for advocacy, dialogue and consensus-building with state actors and relevant regional and international institutions

commissioned by ASF.
Purpose of the evaluation
Avocats Sans Frontières seeks to recruit an external consultant to conduct the final evaluation of the CSI project. The evaluation mission will be carried out in Uganda with virtual correspondence with partners and beneficiaries of the project in Tanzania. The evaluation seeks to consider the following objectives:

The main objective of the evaluation is to provide an overall assessment of the performance of the CSI project based on the OECD DAC criteria of relevance, coherence, effectiveness, efficiency, impact and sustainability.
Specific objectives
i. To determine the impact, effectiveness and efficiency of the overall achievements of the project measured against indicators
ii. To assess the relevance and sustainability of the project results
iii. To assess the influence of gender and environmental measures undertaken on project results
iv. To draw upon good practices, challenges faced and lessons learnt from recommendations for future programmes
Evaluation criteria and key questions
This provides specific areas of inquiry that the evaluation must address, structured around the OECD DAC criteria. These may be adjusted by the consultant in close collaboration with ASF.
Criterion Key Evaluation Questions
Relevance: Is the intervention doing the right things? To what extent were the CSI project’s objectives and design aligned with the identified needs and priorities of the target groups?
Did the project adequately respond to the evolving context of civic space and the needs of the target groups throughout the implementation period?
Coherence: How well did the intervention fit? How well did the project’s objectives and design align with national policies and legal frameworks related to human rights and the rule of law in Uganda and Tanzania?
How well did the CSI project complement or align with other initiatives within ASF or with partners?
Were there any unintended positive or negative interactions between the CSI project and other interventions or policies in Uganda and Tanzania?
Effectiveness: Did the intervention achieve its objectives? To what extent has the project achieved its overall goal to contribute towards the respect and realization of civil liberties, human rights and the rule of law in East Africa through an empowered civil society?
What progress has been made towards achieving the project’s outcome and respective outputs?
Were the project activities fully implemented?
What were the enabling factors and constraints that influenced the project’s effectiveness in achieving its objectives?
Efficiency: How well were the resources being used? To what extent were the project's resources (financial, human, material) utilized economically and efficiently to achieve the stated objectives and results?
Were project activities implemented in a cost-effective and timely manner?
What factors influenced the project’s efficiency?
Impact: What difference did the intervention make? What significant positive and negative changes (intended and unintended) has the CSI project contributed to the target groups?
To what extent has the project contributed to the empowerment of civil society?
Sustainability: Will the benefits last? To what extent are the benefits and positive changes achieved by the CSI project likely to continue after the project's completion?
What strategies were put in place by the project to ensure the long-term sustainability of results, and how effective were they?
Methodology
A mixed-methods approach will be employed to conduct the project evaluation. The final methodology will be determined jointly by ASF and the consultancy team. At the initial phase of the mission, ASF, implementing partners and the consultant will hold an inception meeting to validate the schedule and work plan, identify areas for support, finalise the methodology and agree on a list of documents available and necessary for the successful execution of the evaluation. Following this, the consultant will then put together an inception report which will outline:
• The selected methodology and the justification for the choice in relation to the evaluation mission and the project;
• The key documents to be reviewed for the evaluation (project documents, monitoring reports, etc.);
• The tools for data collection;
• The selected respondents and an explanation of this selection;
• The method for data analysis;
• Work plan for the evaluation.
The consultant will have at his/her disposal in this regard:
• Programmatic documents.
• Terms of reference
• Annual and other project reports
• Data collected as part of the monitoring and evaluation mechanism.
In addition to the partners, he or she will also be able to meet with representatives of civil society and community-based organizations, local government officials, and other community representatives who are active in the project areas. In the absence of relevant data, the consultant should identify the sources of verification and recommend the measures to be taken by ASF to avail them. The consultant(s) is therefore encouraged to propose a robust initial methodology in their technical
proposal taking into account the specific human rights and rule of law context in Uganda and Tanzania.
Timeline and Deliverables
ASF expects the following deliverables from the selected consultant:
• An inception report detailing the literature review, refined methodology, tools and revised timeline for the evaluation
• Submit all data to ASF, including copies of the raw and final datasets and hard copies of the collection instruments
• Draft evaluation report for review by ASF and partners
• Final evaluation report incorporating feedback from ASF and partners
• Presentation of findings to ASF and partners
All deliverables of the evaluation mission will be handed over and finalized before 14th December, 2026. The assignment will take place for a period of 30 working days.

This call for applications is open to both national and international service providers. All applicants must submit technical and financial proposals via email (see “ASF Contacts and deadlines”). Payment shall be made based on deliverables as per ASF’s consultancy rates, which will inform the Agreement.
