A. Context
This position is part of ASF’s financial team and contributes to ensuring the financial and logistical management of operations implemented within the assigned geographical area, in close collaboration with the Administration, Finance, and Logistics (AFL) teams and under the functional guidance of the Regional AFL Manager (CAFO).

The area of responsibility covers Uganda, Burundi, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), and Niger.

The position contributes to the implementation of ASF's strategy by ensuring rigorous oversight of management processes across the various operational domains and by ensuring compliance with ASF's internal procedures.

The incumbent is expected to proactively identify solutions to challenges faced by the AFL teams and support them in continuously improving the quality of their work.

B. Main Objectives of the Position
  • Conduct rigorous financial, accounting, and operational control across the assigned region.
  • Guide project teams in the implementation of activities and international missions, and monitor the related procurement files.
  • Contribute to strengthening the capacities of AFL teams and improving management tools and mechanisms.
  • Provide ad hoc operational support to AFL teams when required (e.g., report reviews, preparation of agreements, etc.).

C. Responsibilities
1. Strategic Responsibilities
The incumbent contributes to ASF's internal control strategy and the continuous improvement of management processes by providing technical support to the AFL  teams and participating in the development of internal tools.

2. Operational Responsibilities
The incumbent is responsible for the effective implementation of management control activities within the assigned region, including: review of accounting records; support for annual financial closing; monitoring of partners; coordination of audits; monitoring procurement processes and international missions; consolidation of timesheets; monitoring inventories.

3. Financial Responsibilities – Budget Commitment
The incumbent has no authority to commit expenditures.

4. Financial Responsibilities – Budget Implementation
The position carries no budget management responsibilities.

5. Technical Expertise
The position requires expertise in: financial management; general and analytical accounting; internal auditing; operational logistics within an international context.

6. Managerial Responsibilities
The position has no direct supervisory responsibilities but provides functional support to AFL teams and coordinates interactions among the various stakeholders.

7. Required Experience
At least 8 years of professional experience in financial management within an NGO or humanitarian organization.

8. Impact
The position has a direct impact on: the effectiveness of operational implementation; compliance with expenditures; the quality of financial reporting to donors; and the overall efficiency of operations within the assigned region.

9. Flexibility
The incumbent must demonstrate versatility and adaptability in responding to emerging challenges and changing priorities.

10. Work Intensity
The position operates in a demanding environment with regular deadlines, requiring accuracy, strong organizational skills, and the ability to work effectively under pressure in a multicultural setting.

11. Key Duties
Financial and Accounting Control
  • Review accounting records for the assigned region every quarter and contribute to the preparation of quarterly management reports.
  • Support AFL teams during financial closing processes and external statutory audits.
  • Support the coordination of project audits, including the preparation of responses to auditors.
  • Validate cash flow requests and partner grant disbursements within the assigned region.

Logistics and Administration
  • Monitor and support the preparation of international procurement files based on information provided by country/mission AFL teams, including supplier follow-up and coordination of procurement selection committees.
  • Validate and monitor international travel requests.
  • Review and validate expense claims.
  • Monitor inventory management.
  • Consolidate regional staff timesheets.

Internal Control and Procedures
  • Conduct internal control missions.
  • Recommend improvements to internal procedures.
  • Contribute to the documentation and dissemination of good practices.

13. Required Competencies
Knowledge
  • Strong knowledge of general and analytical accounting.
  • Proficiency in SAGE accounting software.
  • Financial management and donor compliance rules.
  • Understanding of international cooperation mechanisms.
  • Advanced knowledge of Microsoft Office, particularly Excel.
  • Professional proficiency in French (B2-C1) and English (B2-C1), both written and spoken (mandatory).

  • A gross monthly salary in accordance with ASF's salary scale in either the Democratic Republic of the Congo or Uganda, depending on the duty station.
