The purpose of the USAID Learning Activity (ULA) is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collaborating, learning and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. The ULA will achieve this through three objectives:


Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.

Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations 

Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.


Position Overview

The Finance Manager role is responsible for the day-to-day management of Q2 Impact's Uganda finance activities. The role supports the Director of Finance and Administration to implement effective and efficient financial management controls within the context of the country strategy as well as the Q2 Impact home office finance team objectives.


Responsibilities:

  • Work with HR Officer to prepare bi-monthly payroll for submission to Director of Finance & Administration. 
  • Ensure salary deductions are made correctly and inform staff about any salary deductions prior to finalization of each payroll.
  • Ensure that approved staff timesheets are submitted in a timely manner and attached to the payroll documentation.
  • Oversee NSSF and tax remittances (PAYE) for staff each month and maintain a file for such statutory payments.
  • Monitor cash flow and prepare monthly cash flow projections to support funds requests from Q2 Impact Head Office.
  • Reconcile bank accounts and field advance accounts each month.
  • Review all financial transactions into Q2 Impact's accounting system and prepare monthly LCRs for submission to the Director Finance and Administration.
  • Maintain thorough documentation of all field financial transactions and ensure that all paid invoices agree with supporting documentation. Including, descriptions, price quotes, purchase orders and delivery receipts.
  • Maintain a comprehensive paper and electronic filing system of all financial documents that will make the documents easy to retrieve during financial reviews and audits.
  • Execute all approved payments for local vendors, contractors and consultants for goods and services received. in accordance with the Q2 Impact policies.
  • Review travel advances ageing reports and work with program staff and Finance Officer to resolve accounting related issues, in accordance with Q2-ULA financial policies and procedures manual.
  • Obtain VAT exemptions. and all other documentation required for each procurement in compliance with USAID and Q2 Impact regulations and maintain communication with the authorities to seek guidance on financial and contractual issues.
  • Review quarterly and annual VAT reports and ensure they are submitted to USAID in a timely manner.
  • Conduct financial orientations for new staff and share financial templates with them.
  • Provide the required assistance to teams conducting internal and external reviews/audits.
  • Monitor GL accounts to ensure no mis-postings are made.
  • Design and maintain the interface between, payroll, management information system and general ledger
  • Support the Finance Director in preparing all USAID donor budgets and annual Q2 Impact/ULA budget

 

Requirements:

  • Bachelor's degree in finance, administration, or related area (e.g., accounting, management, or compliance)
  • 5-8 years of practical accounting experience
  • Knowledgeable of USAID policies and regulations regarding financial management and compliance
  • Experience with QuickBooks or other accounting software
  • Strong computer skills, including advanced proficiency with Microsoft Excel spreadsheets, email, Internet, and Microsoft Windows applications
  • Ability to work independently, prioritize work assignments, meet deadlines, and exercise professional judgment
  • Strong attention to detail and interpersonal communication skills
  • Excellent English language skills, both verbally and written
  • Knowledge of current practices, trends, and information affecting the business.
  • Commitment to developing and staying up to date on company policies, practices, and trends

 

Place of Performance 

  • The Finance Manager will work in our Kampala, Uganda with potential occasional travel to other parts of Uganda as needed.


Period of Performance

  • The Finance Manager will serve through the end of the contract, unless terminated in accordance with QED policy and Ugandan law.
