BACKGROUND
The Africa Talent Company (TATC) is a pan-African business working to bridge the talent gap in Africa by developing the best talent in young people and placing them in their dream jobs. 70% of our jobseeker database consists of young people under the age of 35 with diverse backgrounds and varying levels of education. Our platform provides them with access to upskilling and work opportunities sourced from our employer databases. TATC offers career development and recruitment solutions to companies in Ghana and Nigeria under the Jobberman (JBM) brand, and in Kenya and Uganda under the BrighterMonday (BM) brand.
Building on the success of the Young Nigeria Works (YNW) project between 2020 and 2024, implemented by Jobberman Nigeria under the Mastercard Foundation partnership, the program has expanded into Uganda under the Young Africa Works (YAW) initiative, running for 18 months. BrighterMonday Uganda seeks to engage Online Mobilization Partners across the country.
The YAW project aims to ensure inclusive participation with a mandate of 70% female and 30% male participants, including 10% Persons with Disabilities (PWDs) and 10% Internally Displaced Persons (IDPs).
The primary objective of this RFP is to identify experienced digital agencies, organizations, or consultants capable of designing and implementing an effective nationwide online mobilization plan that attracts, engages, and converts young people (aged 18–35) into registered participants for training programs. The partner will leverage digital tools, channels, and campaigns to generate awareness and increase participation in alignment with the project’s inclusion targets.
SCOPE OF WORK
Your proposal must cover the following components and demonstrate clear implementation strategies to achieve them:
1. Online Mobilization Strategy
Develop a robust nationwide online mobilization strategy targeting youth aged 18–35, ensuring gender and inclusivity balance (70% female, 10% PWDs, and 10% IDPs/refugees). The strategy should clearly outline:
- How you will use digital channels such as social media, search engines, WhatsApp, SMS, email, influencer partnerships, and online communities to reach and mobilize participants.
- Methods to attract post-secondary graduates, undergraduates, and job-ready youth with technical, vocational, entrepreneurial, or ICT-related skills.
- Plans to prioritize participants who are either job-ready or prepared to start a business.
- Digital engagement tactics to attract young women and marginalized groups through online communities, targeted ads, and digital storytelling.
2. Data Collection and Management
Develop a comprehensive digital data collection strategy to capture, validate, and protect participant information in compliance with data protection regulations. Ensure that all leads collected through online channels include verifiable details such as phone number, email, location, age, disability status, and National ID where possible.
3. Inclusion of PWDs and IDPs
Develop targeted online campaigns and partnerships to ensure the inclusion of at least 10% PWDs and 10% IDPs/refugees in mobilization efforts. Highlight specific online channels, communities, or advocacy groups to be engaged for this purpose.
4. Reporting and Analytics
Outline a framework for digital monitoring and reporting, detailing how campaign data (reach, engagement, leads, conversion rates) will be tracked, analyzed, and reported. Provide monthly performance summaries and insights for optimization.
5. Record of Previous Project
Include a summary of previous digital mobilization or online marketing projects, particularly in youth engagement, training, or social impact programs. Provide evidence of outcomes, case studies, and at least two references.
ELIGIBILITY CRITERIA
Eligible applicants include private companies, CSOs, NGOs, or consortiums with proven experience in digital marketing, youth mobilization, education, or women empowerment projects. Organizations must be registered for at least two years and have demonstrated capacity to mobilize at least 2,500 participants per month through online channels.
SUBMISSION GUIDELINES
Proposals should include the following:
- Comprehensive online mobilization plan (including inclusion strategy for PWDs and IDPs)
- Detailed implementation plan showing monthly digital mobilization targets
- Data collection and validation strategy
- Monitoring, Evaluation, and Learning (MEL) framework
- Risks and mitigation strategies
- Company profile and team structure
- References from previous clients
