HEALTHPARTNERS CONNECT GIRLS CENTER PROJECT
HealthPartners Connect Girls Center is a USAID-funded activity to sustainably increase access to care and improve health outcomes for cooperative members in Uganda and Kenya. This is a locally led development initiative with intermediate objectives to improve cooperative business performance; Improve the cooperative enabling environment; and increase the development community’s support to cooperatives. Our role is to build capacity and provide seed investments with support as partners learn to fill roles in local partnerships to meet their needs, even as those needs change over time. HealthPartners coordinates efforts with partners to strengthen the enabling environment for health cooperative development from village to district, national, and international levels.
POSITION DESCRIPTION
The Finance Officer will provide financial support and ensure that the day-to-day finance operations are in total compliance with CONNECT Girls Center Project, HealthPartners Uganda, and USAID policies, procedures, and systems. This position reports to the Chief Finance Officer. This is a full-time position based in Kampala, Uganda.
PRIMARY RESPONSIBILITIES
Financial Management -
- Assist in the implementation of finance and administration policies, procedures, and systems at HPU
- Prepare bank accounts reconciliation on a monthly basis
- Preparation of monthly cash projections for submission, under the direction of the Chief Finance Officer
- Review payment vouchers ensuring they are in line with HPU Policies and procedures, and donor requirements
- Prepare journal vouchers in accordance with HPU Policies and procedures, and Generally Accepted Accounting Principles
- File duly approved finance forms and vouchers as per HPU reference system
- Oversee mobile money payments by the Finance Assistant via the Beyonic system, update payment beneficiaries and share payment reports
- Verify staff activity advances and ensure all advances are accounted for on time and have the requisite support documents as per their respective requisitions
- Perform petty cash counts and reconciliations on a monthly basis
- Manage end-of-period (monthly/quarterly/annual) processes to ensure timely reporting
- Provide support to the external audit process by providing information and explanations requested by the auditors.
- Ensure VAT reports and supporting documents are prepared and submitted to USAID on time.
Payroll management
- Prepare HPU payroll ensuring relevant documents relating to payroll are obtained in a timely manner to forestall any delays in the payroll preparations.
- Be conversant and abreast with legislation with respect to taxation, social security, and pension administration in Uganda.
- Prepare and submit PAYE deductions, NSSF and any other contributions in a timely manner as required by prevailing statutory legislations and ensure that no penalty is incurred as a result of late submissions.
Asset management-
- Maintain an updated asset register with complete information.
- Ensure all equipment are well maintained or serviced. Ensure all offices have reliable internet connection.
- Ensure staff have working computers and other equipment for field activities.
- Act as backup, take on the duties and provide support for any other finance and administration roles depending on the volume and complexity of work on hand as requested by the COP /Chief Finance Officer.
QUALIFICATIONS
- Education - Minimum of a bachelor’s Degree in Finance, Accounting, Business Computing, Business Administration or any related field. Level 11 CPA/ACCA will be an added advantage.
- At least 4 years of progressively responsible and directly relevant experience.
- Experience working in USAID or PEPFAR-funded programs.
- Experience in application of QuickBooks accounting software.
- Experience conducting payroll accounting from start to finish coupled with in-depth knowledge of income tax, social security, and pension administration in Uganda.
- Experience with online banking and mobile money management (Beyonic, Yo, etc).
- Excellent Computer skills – MS Excel, MS. Word, Powerpoint and MS. Outlook
- Other Qualities/Attributes: The highest level of honesty and Integrity, Emotional control, Confidentiality and Openness, Team player, Ability to work under mental and physical stress and Empathy, Appropriate degree of assertiveness, Speed and accuracy.
