Job summary
Conduct verification, process customs declarations, assess and collect revenue, facilitate exports and transit, enforce compliance, support clients, and maintain accurate records and reports in ASYCUDA for smooth customs operations
Job descriptions & requirements
- Verification and Inspection of Goods and Declarations Conduct physical verification of imported, exported, or transit consignments to confirm quantity, quality, weight, country of origin, and other details.
- Write detailed Verification Accounts (or Sight Accounts) describing findings to guide valuation, tax assessment, and compliance checks.
- Upload verification accounts into the ASYCUDA World system for review by valuation or assessment officers.
- Secure and submit samples of goods to relevant officers or agencies (e.g., for laboratory testing).
- Receive and vet customs declarations submitted by importers, exporters, or licensed clearing agents.
- Validate supporting documents (e.g., invoices, bills of lading, certificates of origin) against physical goods to detect discrepancies or fraud.
- Process declarations for exemptions (e.g., fertilizers, medical goods) without pre-approval in certain categories, ensuring compliance with EACCMA.
- Generate and issue customs documents, such as Release Orders, Exit Notes, Transit Document (e.g., T1 for transit goods), or C2 cargo movement forms.
- Assess taxes, duties, and fees payable based on verified declarations and goods.
- Advise clients on payment processes and ensure accurate collection.
- Reconcile daily collections, prepare financial reports, and monitor for under-declarations or evasion.
- Receive export declarations and documents; verify compliance (e.g., export certificates, inspections).
- Conduct verifications to confirm declared goods match physical exports.
- Facilitate transit processes, including generating T1 documents, inspecting trucks for qualifications (e.g., Transit Goods License), and terminating validations upon exit.
- Monitor transit goods to prevent dumping or diversion.
- Enforce customs regulations to prevent smuggling, under-valuation, or illegal trade.
- Coordinate with other agencies (e.g., UNBS, Ministry of Agriculture) for joint inspections.
- Detect and report fraud, discrepancies, or non-compliance.
- Provide guidance to taxpayers and stakeholders at border points or stations.
- Ensure accurate data entry into ASYCUDA and maintain records for audits.
