Job Description/Requirements
Education:
Master’s Degree or its International Equivalent in either Public Health, Global Health, Epidemiology, Clinical Medicine, or Human Development or Related Field.
Project Management (PM) training is of added advantage.
Experience:
- 8+ years of relevant experience in technical implementation of HIV and other health projects and/or programs in Uganda.
- Experience working with PEPFAR-supported programs and local or international organizations implementing HIV/TB care and treatment programs in Uganda.
- Documented experience providing HIV technical assistance to government and/or partner organizations.
- Program development or program management experience strongly preferred.
- Provides technical leadership and oversight of EpiC Uganda HIV & TB and potentially nutrition, malaria, and maternal health activities in their respective regions of Uganda in collaboration with the EpiC Technical Director, Senior Technical Advisor HIV & TB, Senior Technical Advisor Strategic Information, HRH Technical Specialist, and Community Services Technical Specialist to ensure delivery of quality life-saving services at facility and community level.
- Creates and/or refines technical portion of the project workplan as it relates to community services, strengthened PNPF service delivery platforms, mainstreaming Human Resources for Health (HRH), and Strategic information (SI) activities in their respective regions, ensuring alignment with available resources and budget.
- Demonstrates good judgment in addressing challenges, selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
- With technical oversight, provides technical leadership in the design, development, planning, and implementation of EpiC project activities in their respective regions of Uganda.
- Contributes to regional staff and partner capacity-building, as appropriate, on implementing and monitoring HIV & TB and other health sector life-saving activities.
- Leads the day-to-day technical activities and tracks delivery of project results in their respective regions.
- Monitors regional staff members’ LOE (Level of Effort) needs to ensure adequate coverage of resources.
- Maintains a constructive dialogue and technical exchange with regional counterparts and technical staff members of implementing partners.
- Ensures technical implementation is consistent with best practices and meets funder contractual obligations.
- Supervises regional technical staff members, sub-partners, and others implementing technical project work.
- Drafts relevant sections of donor technical reports.
- Prepares and delivers presentations to donors and national and regional Government of Uganda stakeholders on project progress.
- Gathers and aggregates data to provide a high-level overview.
