The primary goal is to ensure that all project activities—ranging from breeding and certification to seed distribution—are tracked accurately against established indicators to measure impact on agricultural productivity and farmers' income.

About US:
The Uganda Seed Value Chain Capacity Building for Key Vegetable Crops (hereinafter “The VegeSeed Project), which is a bilateral project between Korea and Uganda, is funded by Korea International Cooperation Agency (KOICA). The Project will be implemented for 9 years (’21-’29)


Purpose of the Position:
The M&E Officer will be responsible for designing and implementing the monitoring and evaluation framework for the & Uganda Seed Value Chain Capacity Building for Key Vegetable Crops project. The primary goal is to ensure that all project activities—ranging from breeding and certification to seed distribution—are tracked accurately against established indicators to measure impact on agricultural productivity and farmers' income.


Key Duties and Responsibilities: 
  • Framework Development: Develop and refine the Project Design Matrix (PDM) and M&E plan, including the selection of SMART indicators and data collection methodologies.
  • Data Management: Design tools (surveys, interview guides, and digital forms) to collect data on breeding progress, seed certification rates, and distribution efficiency.
  • Field Monitoring: Conduct regular field visits to research stations and pilot farms to verify the quality of implementation and identify potential bottlenecks in the value chain.
  • Impact Assessment: Coordinate Baseline, Mid-term, and Endline surveys to measure the project's contribution to national food security and nutritional improvement.
  • Reporting: Prepare high-quality monthly, quarterly, and annual performance reports in English for KOICA and relevant Ugandan government stakeholders (e.g., MAAIF).
  • Stakeholder Coordination: Liaise with breeding experts and local agricultural officers to ensure technical data is translated into clear performance metrics.
  • Conduct monitoring and evaluation of all information required for breeding five vegetable crops like Nakati, Tomato, Onion, Pumpkin, and Chili pepper.
  • Monitoring and evaluation of breeding results (including seed multiplication, seed farmer training, distribution of certified seeds, etc.) are conducted in the four project areas.
  • Designing M&E Frameworks: Develop and design monitoring and evaluation frameworks and systems for projects or programs. This includes establishing clear indicators, targets, and data collection methods.
  • Data Collection and Management: Collect and manage data related to the project's performance and impact. This involves selecting appropriate data collection methods, tools, and technologies.
  • Data Analysis: Analyze collected data to assess the progress and impact of the project. Use statistical and analytical techniques to draw meaningful insights from the data.
  • Reporting: Prepare regular reports(weekly, monthly, Semi-annual report, and Annual reports) and presentations on the project's performance to stakeholders, including management, donors, and government agencies. (include meeting minutes)
  • Risk Management: Identify potential risks and challenges in meeting project goals and develop strategies to mitigate them. Regularly assess and update risk management plans.
  • Alignment with Project Goals: Ensure that M&E activities are aligned with the overall goals and objectives of the project or program.
  • Evaluation: Conduct periodic evaluations of the project's impact, effectiveness, and sustainability. This may include mid-term and final evaluations.
  • Adaptation: Recommend changes and adjustments to the project based on M&E findings to improve its efficiency and effectiveness.
  • Perform other related duties as requested by the office


Qualifications, Skills, and Experience:
  • Education: Bachelor’s or Master’s degree in Statistics, Agricultural Economics(Sciences), International Development, or a related field.
  • Experience: Minimum of 5 years of professional experience in M&E within international ODA projects.
  • Proven experience in agricultural development projects, specifically within seed systems or value chain enhancement.
  • Technical Skills: Proficiency in statistical analysis software (e.g., STATA, SPSS).
  • Experience with mobile data collection tools (e.g., KoboToolbox, ODK).
  • Strong understanding of the Logical Framework Approach (LFA).
  • Language: Fluency in English (written and spoken).Proficient in Microsoft Office (Word, Excel) and other applications of wide usage.
