Education Qualifications

• Bachelor’s degree in Public Health, Environmental Health, Social Sciences, Social Work, Community Development, or a related field.

• Minimum of 5 years of professional experience in WASH programming, with a strong, dedicated focus on software components: behavior change, community mobilization, hygiene promotion, CLTS, and sustainability planning.

• Proven experience in designing, training on, and implementing WASH software methodologies in rural, last-mile communities in Uganda.

1. WASH Software Program Leadership & Methodology Implementation

• Serve as the technical referent for field teams on all WASH software methodologies, tools, and standards, ensuring fidelity to the RTV WASH Implementation Framework.

• Lead the software lifecycle from baseline (e.g., KAP surveys, barrier analysis) through training, community action, follow-up, and graduation.

• Drive and refine strategies to achieve and measure high levels of adoption in key hygiene and sanitation practices (e.g., handwashing with soap, safe water handling, latrine use).

2. Community Mobilization, Training & Behavior Change Communication

• Design, contextualize, and implement proven WASH software methodologies (e.g., Community-Led Total Sanitation - CLTS, PHAST, CHAST, WASH'Em) tailored to last-mile village contexts.

• Develop and execute Behavior Change Communication (BCC) strategies based on formative research to address specific social and cultural barriers.

3. Capacity Building, Stakeholder Coordination & Integration

• Serve as RTV’s primary WASH software liaison with local government officials (District Health Inspectors, Community Development Officers, Sub-County Health Inspectors).

• Conduct regular refresher training for RTV staff and local government partners on updated WASH methodologies and best practices.

• Build and maintain effective relationships with community leaders, local water committees, and other stakeholders to ensure collaborative program delivery.

4. Monitoring, Evaluation, Reporting & Learning

• Supervise and monitor the implementation of software activities, ensuring quality, timeliness, and genuine community participation.

• Collect, analyze, and utilize data on software indicators (e.g., behavior adoption rates, training coverage, committee functionality) to track progress and inform adaptive management.

• Maintain a risk and issue log focused on adoption barriers and sustainability challenges, proposing timely mitigation measures.
