About USAID UHSC Project:
Management Sciences for Health (MSH) is implementing a USAID-funded project called the Uganda Health Supply Chain, a five year program supporting the Government of Ugandas health system to improve the availability and accessibility of essential medicines and health supplies (EMHS). The expected results of are to:1) strengthen national policies and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations.

Job Summary:  
The Senior Programmer will support the USAID Project by designing, developing and managing the implementation of ICT business systems in CPHL and support electronic performance assessment of laboratory services.

Key Duties and Responsibilities: 
         Design, develop and implement lab/logistic related applications using advanced technology platforms.
         Regularly review the existing ICT systems to align them to the changing lab needs.
         Code, debug, test, and document the developed application for lab services.
         Support databases and in house developed applications including the Enterprise Resource Planning (ERP) for national health services
         In charge of the integration of internal and external management information across an entire lab network and definition of application development standards, installation procedures and processes.
         Develop and maintain laboratory applications as identified by lab management in collaboration with Resource Center and UHSC through packaged and customized applications.
         Manage the development of database-driven web interfaces for rapid, real-time information sharing and external web portals allowing users to input and retrieve accurate lab information.
         Maintain and enhance existing applications and ensure appropriate internal systems integration.
         Prepare user and administrator manuals for software projects undertaken.
         Mentor and train users regarding the technical aspects and use of standard software packages.
         Prepare and submit reports to the supervisor.
         Perform any other duties similar in nature as may be assigned from time to time by the M&E Advisor.

Qualifications, Skills and Experience: 
         The ideal candidate should preferably hold a Masters degree in Information Technology, Computer Science, Applied Sciences or a related field.
         At least seven years working experience as programmer.
         Excellent programming skills in .NET framework, Java, Ms Visual studio, PHP, MYSQL, HTML etc.
         Database management and ability to program using Microsoft SQL and other database development tools.
         Significant experience in ERP systems and logistics system
         Ability to develop, deploy and manage network and web based applications.
         Computer literacy i.e. proficient in Internet related applications e.g. Web Browsers.
         Ability to integrate and maintain databases
         Broad knowledge and working experience in laboratory logistics management information systems an added advantage
         Previous experience with USAID funded programs is an added advantage.
