Background:
The Women Human Rights Defenders Network Uganda (WHRDNU) is dedicated to supporting and empowering women human rights defenders across Uganda. We are seeking a qualified Protection Officer to join our team and contribute to our mission. The Women Human Rights Defenders Network Uganda (WHRDN-U) is a nationwide membership organization of diverse women human rights defenders (WHRDs), organizations, and individuals. We currently represent over 148 WHRDs from diverse social movements in Uganda, promoting the rights of women defenders to a safe and secure work environment with a vision of having a society where fundamental human rights are upheld and respected. We exist to promote a feminist, holistic approach integrating a gender perspective as a framework for protecting WHRDs; We aim to provide WHRDs with access to gender-sensitive and timely protection and empowerment resources, tools to combat gender-based and other forms of violence connected to their work. WHRDN-U is hereby seeking to recruit competent and vibrant Ugandans to fill the following positions.
Key Responsibilities:
Program Implementation
1. Coordinate and implement protection programs for women human rights defenders, including emergency support and capacity-building initiatives.
2. Design and execute rapid response interventions for urgent protection needs.
3. Organize and facilitate training, workshops, and awareness sessions for program participants.
4. Ensure program activities are aligned with organizational objectives and donor requirements.
Monitoring and Evaluation (M&E)
1. Develop comprehensive M&E frameworks, tools, and indicators to track program progress, outcomes, and impact in alignment with organizational objectives.
2. Design and implement data collection methods, including surveys, interviews, focus groups, and participatory assessments, ensuring accuracy and reliability.
3. Regularly collect, analyse, and interpret quantitative and qualitative data to assess the effectiveness, efficiency, and relevance of protection interventions.
4. Prepare periodic reports, dashboards, and presentations highlighting program achievements, challenges, and actionable recommendations for program improvement.
5. Ensure lessons learned, best practices, and case studies are documented, disseminated, and integrated into future programming.
6. Collaborate with program teams and stakeholders to strengthen accountability, enhance data- driven decision-making, and support adaptive program management.
7. Support to conduct baseline assessments, midline reviews, and end-line evaluations as required to measure impact. Provide technical guidance and capacity-building support to staff and partners on M&E tools, data collection, and reporting standards.
Fundraising and Proposal Writing
- Conduct comprehensive research to identify potential funding sources, including international, regional, and local donors, foundations, and corporate partners.
- Analyse donor priorities, guidelines, and funding cycles to ensure alignment with organizational programs and objectives.
- Draft, edit, and submit high-quality funding proposals, concept notes, and program narratives tailored to specific donor requirements.
- Prepare detailed donor reports, including narrative and financial updates, progress against agreed outcomes, and impact assessments.
- Support the development of program budgets, ensuring financial projections are realistic, transparent, and aligned with program activities.
- Collaborate with program teams to gather relevant data, stories, and evidence to strengthen proposals and reports.
- Maintain an up-to-date database of donor information, submissions, deadlines, and communications.
- Ensure all fundraising activities comply with organizational policies, donor requirements, and ethical standards.
- Assist in designing fundraising strategies and resource mobilization plans to diversify funding sources and enhance sustainability.
- Provide guidance and mentorship to staff on proposal writing and donor engagement best practices.
Relationship Management
- Build and maintain strong relationships with donors, partners, and stakeholders.
- Represent the organization in external meetings, forums, and networks.
- Facilitate collaboration and partnerships to enhance program delivery.
- Respond to donor queries and provide timely updates on program progress.
Supervision and Support
- Mentor, supervise, and support program staff and volunteers.
- Coordinate team activities to ensure effective and timely program implementation.
- Provide guidance and professional development opportunities for staff growth.
- Foster a positive, collaborative, and accountable team environment.
Qualifications:
The successful candidate must be able to demonstrate, through their CV and cover letter, that they meet the following essential criteria:
1. A degree in Human Rights, Social Sciences, Development Studies, Project Management, or a related field.
2. Strong knowledge of M&E methodologies, data management, and evaluation techniques; experience with outcome mapping, indicator development, and reporting for donors; proficiency in data analysis software
3. At least 3–5 years of M&E experience in human rights, protection, or social development programs, including experience tracking program outcomes and reporting to donors.
4. Excellent proposal writing and editing skills; ability to communicate complex program information clearly and persuasively; knowledge of fundraising strategies, donor relations, and resource mobilization techniques; experience with budget development and financial reporting.
5. Minimum 3–5 years’ experience in fundraising, proposal writing, and resource mobilization, preferably in human rights, gender, or social development sectors, with a proven record of securing donor funding
6. Minimum of 5 years of experience in project planning, management,
7. Proven experience in fundraising, budget planning, and donor engagement.
8. Strong commitment to universal human rights, feminist principles, gender equality, and women’s rights.
9. Specialized expertise in protection analysis and addressing gender-based violence, both in prevention and response.
