Expected contributions from the Project Managing Coordinator
The Project Managing Coordinator acts on all aspects of supporting youth start up entrepreneurs and livelihoods of vulnerables. He/She leads the involvement in supporting the government in their recovery planning, coordination and subsequent implementation of the project. S/he also coordinates the development of the overall project implementation strategy, in close collaboration within the project implementation entities, Jeonbuk University, Saemaul Bank, and Bakela, and key stakeholders such as KOICA, line ministries, local government, and other related local and international organizations as well as the technical advisors and experts. S/he provides technical oversight to the project addressing resilience and livelihoods of vulnerable persons, focusing on Youth populations, ensuring that they are implemented as per the donor requirements.
Scope of Work
Summary of Key Functions
- Oversight and strategic leadership to project implementation.
- Perform project management and coordination functions
- Ensures the provision of effective technical assistance to programmes implementation
- Knowledge building and sharing.
- Budget management functions
Oversight and strategic leadership to Programme Implementation.
- Provides overall leadership to project team
- Provides advice, guidance and supervises the project team
- Provides specific trainings to programmes management teams to enhance their key capacities to ensure that procedures, guidelines, and procurements are fully complied with.
- Performs partnership management functions.
- Represents the unit to relevant stakeholders with consultation and permission from field manager
Perform Project Management functions
- Provides guidance and assistance to programmes management unit to develop result based annual work plans that clearly sets out output targets, indicators, activities, resources required, and budget.
- Support to implementation partners in the coordination of activities, to ensure their efficient and effective contribution to project outcomes.
- Preparation of annual, quarterly, and as when required progress reports detailing progress against set targets and outputs, activities undertaken by UNDP and partners.
- Closely monitors all projects under the unit, including their progress, impact and risks and informs the project board of any changes within the projects’ environment which would affect foreseen and agreed upon expected outcomes.
- Sharing information regularly on progress of projects implementation.
- Ensures that the projects board meetings are convened to report on projects progress and approve subsequent work plan.
Ensures the provision of effective technical assistance to programmes implementation
- First point of call for projects implementation partners, whether through provision of direct technical support or identification and facilitation of alternative support options.
- Backstopping of experts and contractors providing technical assistance and or services to the project
Knowledge building and sharing
- Contribute to the development and review of new projects and knowledge products
- Identify and codify good practices globally and regionally for considerations.
- Synthesis of lessons learnt and document best practices
- Proactively contribute to knowledge networks and communities of practice.
- Conducts routine monitoring of projects under his unit and report on progress
Budget management functions
- Timeline disbursement and reporting on funds
- Follows up with partners to ensure that funds disbursed to them are liquidated on time.
- Conducts routine support supervision to partners.
- Prepares annual projects’ budgets under his docket and submits to the field manager.
Key performance indicators:
- Timely and quality delivery of projects in line with approved budgets and work plans.
- Timely and quality monitoring of projects.
- Timely and quality submission of reports.
- The capacity of key staff, stakeholders and partners developed.
- Regular communication with key stakeholders of the projects and partners
Minimum Qualifications
Min. Academic Education
- Advanced (Masters) degree in Business Administration, Development studies, Management, economics and related fields. Post graduate diploma or certification in project management an added advantage
Min. years of relevant Work experience
- At least seven (7) years progressive working experience at national and international level in project implementation and management including familiarity in practical application of results-based management.
- Experience in management and implementation of project or initiatives for one of the following areas; enhancing economic livelihoods for vulnerables, Youth entrepreneurship, and microfinancing.
- Experience working with the donor agencies, UN agency or INGO is desired.
- Some knowledge and experience working with government and sub-national humanitarian and development actors is an asset.
- Demonstrated initiative, problem solving skills and focus on outcomes and ability to meet deadlines
