PROFILE OF THE ORGANIZATION

Since April 2021, in partnership with the Uganda Ministry of Health, EMERGENCY has been running the Children’s Surgical Hospital in Entebbe, a specialized pediatric surgical center offering high-quality healthcare services completely free of charge.
KEY RESPONSIBILITIES
The Facility Manager is responsible for, but not limited to:
• Planning, organizing and supervising all facility management, logistics and technical activities within the Hospital and related compounds;
• Coordinating and monitoring maintenance activities related to construction, energy systems, HVAC, water and sanitary systems, IT infrastructure, cold chain systems, laundry services and medical gas generation and distribution systems;
• Ensuring proper management of medical, hazardous and general waste systems according to organizational standards and safety regulations;
• Ensuring implementation and compliance with Security Policies and internal procedures established by HQ;
• Preparing, updating and monitoring Action Plans related to facility and operational management activities;
• Ensuring compliance with internal regulations and donor requirements, in coordination with the Grants Department and field Administration;
• Planning and supervising new technical works, infrastructure adaptations and expansion projects according to operational needs;
• Participating in the preparation and monitoring of budgets related to technical, logistics and facility management activities;
• Supervising procurement processes for technical, pharmaceutical/biomedical products, materials and consumables, ensuring proper documentation and compliance with procedures;
• Coordinating shipment plans, liaising with freight forwarders and supporting customs clearance and transport documentation processes;
• Supervising and ensuring proper management of all project warehouses and storage facilities, excluding the Hospital Pharmacy;
• Monitoring inventory activities, logistics indicators and warehouse reporting systems;
• Supervising the management and maintenance of infrastructure, vehicles, technical equipment and IT systems;
• Ensuring proper management and maintenance of EMERGENCY’s vehicle fleet;
• Developing and monitoring data management systems related to maintenance, consumption, inventory and operational indicators;
• Producing regular reports on facility and hospital management activities and proposing technical and organizational improvements;
• Coordinating and supervising non-medical staff, ensuring effective workload planning and operational priorities;
• Supporting recruitment, onboarding, training, performance evaluations and professional development of staff under direct supervision;
• Identifying and supporting staff with leadership potential to strengthen long-term operational capacity;
• Collaborating closely with the Medical Coordinator, Hospital Director, Field HR Manager and Heads of Departments to ensure smooth hospital operations;
• Participating in internal and external meetings and maintaining effective relationships with relevant stakeholders and service providers.
REQUIRED QUALIFICATIONS AND EXPERIENCE
• Degree in Engineering, Facility Management, Logistics, Technical Sciences or related field;
• Minimum 5 years of experience in facility management, hospital operations or similar roles;
• Previous experience with NGOs, hospitals or humanitarian settings is highly desirable;
• Strong knowledge of infrastructure systems, maintenance management and technical operations;
• Experience in team supervision and coordination of multidisciplinary teams;
• Strong organizational, problem-solving and leadership skills;
• Excellent communication and interpersonal skills;
• Good computer skills, including Microsoft Office applications;
• Good command of written and spoken English;
• Professional integrity and ability to work effectively in a multicultural environment.
