Job Summary
The Emergency Health and Nutrition Officer (EHNO) will oversee emergency health and nutrition response interventions including coordinating emergency preparedness and response plans, conducting assessments, planning and implementing health and nutrition interventions, monitoring and evaluating program effectiveness, providing technical guidance and support to staff and partners, liaising with government agencies and other stakeholders, and ensuring compliance with relevant standards and guidelines and FH Disaster response plan. He/she will also support regular review of project plans and adjustment in the case of any other evolving public health emergencies and natural hazard-caused calamities. ERT members are full-time staff who have other roles within FH’s regular program that are trained and equipped to respond to emergencies. FH can also engage experienced or trained contractors and partners as part of the ERT

Purpose of the Job

Principal Responsibilities
Key Result Area # 1. Assessment
- Conduct initial rapid assessment of current situation in collaboration with other partners and affected population; determine priorities and immediate health and nutrition needs and resources i.e. more detailed assessment versus need to address immediate nutritional, health and/or food security problems
- Provide sectoral leadership and expertise in in all health and nutrition related assessments at field level.
- Ensure integration of all nutrition and health aspects during all stages including assessment, response analysis and implementation.
- Represent FH during health and nutrition sector, stakeholders and Governmental and non-Governmental agencies platforms for the purposes of the nutrition and / or food security aspects of the assessment.
Key Result Area # 2. Programme Design and Implementation
- Participate in design, innovation and implementation of health and nutrition Emergency/disaster response projects
- Support regular review of project plans and adjustment in the evolving public health emergencies
- Develop and implement Health System Strengthening training needs, assist in defining training needs, develop strategies to achieve targets and coordinate training activities.
- Ensure that issues of social protection, gender, livelihoods, Disaster response and environmental impact, operation and maintenance are factored into the program design.
- Ensure Emergency Response guidelines and Sphere standards both qualitative and quantitative are considered and any deviations documented.
- Develop letters of intent, concepts, budgets and proposals in respect of the above.
- Build the capacity of staff and DLG and partners as per the ongoing emergency
- In collaboration with DLG Promote appropriate health and nutrition practices through community campaigns and other channels.
- Ensure availability and distribution of IEC materials, nutrition protocols and supplies, reporting tools etc. at health facility and Community Level.
- Actively participate in the identification and management of any disaster or epidemics.
- Support digital innovation technologies for delivery of project interventions including digitizing health delivery interventions.
Key Result Area # 3. Monitoring, Evaluation, Accountability & Learning (MEAL) and staff capacity
- Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of program progress.
- Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the supervisor.
- Work with MEAL team to develop and submit quality and timely required site situation reports. This includes weekly and monthly report situation reports.
- Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other project staff in monitoring and evaluation of project activities
- Share
- Identify, capture, synthesize, and share case studies, lessons learnt, human-interest stories, documentaries and other related materials with MEAL team for knowledge development.
- Carry out regular field monitoring visits and attend review meetings to provide support.
- Participate in meetings for monitoring of the progress of the programme such as mid-term reviews, strategy meetings, previews and reviews and annual reviews.
- Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CSAFE database.
- Ensure exchange and sharing of experience, lessons learnt, best practices and new methods to county officials, programme staff, as well as within the organization in collaboration with the health and nutrition teams.
- Conduct on job mentorship and supervision supported staff.
Key Result Area # 4. Coordination and partnership building
- Coordinate and maintain strong partnerships with other actors in health and nutrition at district, sub-county and community levels
- Participate in government and inter-agency meetings and events on programming to collaborate with inter-agency partners and partners on the operational planning in the areas of emergency preparedness and response
- Provide regular updates to emergency Team leader and coordinator and team on progress, priorities and constraints
- Perform any other related incident specific duties, as required by the functional supervisor.
