Job Description/Requirements
Education:
- Advanced degree in Water Resource Management / Sociohydrology / Water Engineering, Agricultural Economics / Environmental Science, or related field.
Other experience:
- Proven expertise in irrigation systems, agriculture economics, or water resource management.
- Experience in legal/regulatory analysis in Uganda’s water and agriculture sectors.
- Strong analytical skills and prior experience with market research and ROI modeling.
- Familiarity with Northern Uganda’s agricultural landscape is a plus.
- Rapid Desk Review of water availability in Northern Uganda & sustainability during long and hotter dry spells:- Map and evaluate water sources in Northern Uganda (e.g., River Nile, lakes, tributaries, groundwater etc.) for irrigation potential.- Analyze seasonal variability and long-term sustainability.- Identify risks of water scarcity and over-extraction across different locations.
- Map existing actors in the irrigation space in Northern Uganda:- Identify and map key players in the irrigation ecosystem in Northern Uganda, including currently practicing smallholder and large-scale farmers, private sector service providers, government agencies, and donor-funded initiatives.- Highlight the key roles each player is playing in the market.- Highlight the gaps in their activities and make recommendations to CSJ.
- Develop a step-by-step process for specific farmers to access water for irrigation.- Analyze water regulations governing irrigation in Uganda, including permits, Environmental Impact Assessment (EIA) requirements, and legal obligations.- Outline registration/licensing requirements, processes and costs for both smallholder and large-scale farmers.- Develop a step-by-step process from the regulatory perspective on how farmers can access water for irrigation from different sources i.e. specific guidance for different categories of farmers who want to extract water from swamps, Rivers, Streams, Lakes, drill a borehole etc., in reference to government of Uganda regulations.
