TORS FOR THE REVIEW AND UPDATE OF TAILORED TRAINING MANUALS ON USE OF IMPROVED CLIMATE RESILIENT FOOD LOSS REDUCTION SOLUTIONS FOR MAIZE AND BEANS
1. Introduction
The Grain Council of Uganda (TGCU) is a private sector-led apex organisation with membership along the entire grains value chain. It brings together the key stakeholders along the value chain in a single voice to engage and influence policy to make Uganda grain more competitive. Membership includes producers/farmers, input dealers, farmer-based organisations, grain traders and processors, financial institutions, collateral managers, transporters, etc. Membership has grown up to 180 and is still growing. TGCU Vision: A Uganda that feeds the region and is the preferred source of high-quality grain in East & Central Africa. TGCU Mission: Championing efforts to make Uganda the Grain basket and leading supplier for East & Central Africa’s grain needs through increased production and productivity, assuring food security and promoting regional trade.
2. About the REGAIN Project
The RE-GAIN program is a four-year program supported by AGRA with funding from the Green.
Climate Fund (GCF). The goal of the program is “to build smallholder climate resilience and adaptive capacity by promoting the wide-scale adoption of food loss reduction solutions (FL-RS) in the seven participating countries”. The RE-GAIN program focuses on maize and beans as priority crops for Uganda’s food loss reduction strategy, based on their critical role in food security, nutrition, income generation, and vulnerability to post-harvest losses. In Uganda, the RE-GAIN program is being implemented by a consortium of partners, including The Grain Council of Uganda (TGCU). The role of TGCU is to raise awareness of the value chain actors in the maize and beans value chains on the use of improved climate-resilient food loss reduction solutions (FL-RS).
3. The Activity
As part of the activities under the RE-GAIN program, TGCU seeks to procure the services of a consultant to support the review and development of training manuals that provide and promote climate-resilient FL-RS to actors in the maze and beans value chains. The consultant is expected to review existing manuals that have been previously developed by other actors to ensure they are aligned with existing national guidelines and modern climate aspects, specifically emphasising gender and youth inclusion. Activity: Develop tailored FL-RS training modules for agro-dealers, MSMEs and Financial Institutions through the GALS on the use of improved climate resilient FL-RS.
Sub Activity: Review and update existing manuals in line with national PHH/FL-RS guidelines and Modern Climate aspects (Maize and Beans).
4. Purpose of the Training Manuals
The training manuals are to be used by consortium partners under the RE-GAIN program to build the capacity of actors in the maize and beans value chains, particularly farmers, produce dealers and aggregators, in the adoption of climate-resilient food loss reduction solutions in Eastern Uganda.
5. Responsibilities
a) The Consultant – Scope of Work
This consultant is expected to:
• Conduct a desk review to analyse existing training manuals previously developed and identify issues in the climate discourse that can be incorporated to enhance climate adaptation and resilience in the adoption of FL-RS in the maize and beans value chains.
• Develop draft training manuals for the maize and beans value chains, incorporating key issues in climate adaptation and resilience, while emphasising gender and youth inclusion.
• Pretest the draft training manuals with project partners in the project location, including farmers, farmer-focused village-based advisors and agro-produce dealers to identify gaps and ascertain applicability.
• Lead stakeholders, including MAAIF, UNBS, and RE-GAIN implementing partners, through the process of reviewing the draft training manuals to highlight the key issues that have been incorporated in view of climate adaptation and resilience, gender and youth inclusion.
• Validate these pre-tested versions of the manuals for final development.
• Produce final training manuals, incorporating key issues from stakeholders, including those identified during the pretest.
b) The Grain Council of Uganda – Obligations
TGCU will be responsible for the following:
• Provide information, particularly the relevant training manuals previously developed on maize and beans handling standards.
• Ensure that all the consultant’s payments are made within the specified timeframe as specified in the contract.
• Ensure that the assignment is implemented as per the agreed workplan and contract.
• Make all the relevant statutory deductions and ensure they are duly submitted to the relevant statutory authorities.
6. Expected deliverables from the consultant
The following deliverables are expected from the consultant over the duration of the
assignment.
1. An inception report demonstrating the consultant’s understanding of the assignment, the methodology to be adopted and the chronology of activities to be conducted as will be agreed during inception.
2. A workplan detailing the tasks to be undertaken and timelines.
3. Draft review manuals are to be validated by key stakeholders.
4. Attend and technically lead the regional validation workshops facilitated by TGCU
5. Final training manuals for maize and beans handling that are gender and youth-responsive, bearing in mind that women and youth are key actors in the maize and beans production process.
7. Competences of the consultant
Minimum Academic qualification:
A high calibre and well-respected professional with an advanced degree (Master's) in Business, Trade, Agribusiness or Economics, 6 years relevant Professional Experience. (7 or more years would be an added advantage)

Relevant Experience:
Experience in trade-related work, Agribusiness, Business Manual development & reviews, professional capacity development and training, National commodity standards, Agricultural field/farmer engagements, Regional and export trade work, Aflatoxin and quality control in grains.
8. Timelines
It is expected that the assignment should be completed within a period of two months. Some of the tasks will be aligned with ongoing project activities. However, the consultant is expected to indicate the number of consultancy days to be allocated to the assignment.
