Objective of the assignment 

  • To conduct a satisfaction survey on access to justice services provided under the FATE project

Profile of the consultant

The consultant should have the following skills and experience: 

  • Master’s degree in law and/or human rights or any relevant field; 
  • Experience working on access to justice, gender-related projects; 
  • 5 years or more working experience in conducting surveys, assessments or research, preferably in the access to justice sector.
  • Familiarity, contextual knowledge of and experience working in Uganda.
  • Excellent interpersonal skills and proven ability to multitask and work under tight deadlines
  • Proficiency in English, and knowledge of local languages spoken within the Albertine, Eastern, and Karamoja sub-regions is a comparative advantage

About the Project 

The project From Access to Equality (FATE) - Empowering Women to Access Justice in Uganda is a four year project implemented under a consortium of four partners; Avocats Sans Frontières (ASF), BarefootLaw (BFL), Penal Reform International (PRI) and Uganda Women’s Network (UWONET). Its geographical scope 

is in three priority areas: Northern Uganda (Gulu, Lamwo); Eastern Uganda (Kamuli, Namutumba, Jinja, Mbale, Soroti) and Karamoja (Moroto, Napak); and Western Uganda (Hoima, Masindi). 

The project’s goal is to contribute towards “women and girls being empowered to pursue justice in an environment that serves their needs”. This is supported by two specific objectives, including that “women are in a position to demand justice” (SO1) and “decision makers mobilise to make women and girls’ rights effective” (SO2). 

To achieve this, the following result areas have been developed: 

Expected Result 1.1:  Women are legally empowered to act

Expected Result 2.1: Legal aid and protection services are improved and tailored to respond to women and girls’ access to justice needs

Expected Result 2.2: Institutions are accountable for protecting and promoting women and girls’ rights

Purpose of the assignment

Avocats Sans Frontières seeks to recruit an external consultant to conduct a satisfaction survey on access to justice services provided under the FATE project. This will be carried out in selected districts of implementation under the project that is Gulu, Namutumba, Hoima and Mbale. The survey seeks to assess the quality of access to justice services provided under the project through overall programmatic learnings. 

The specific objectives include:

  • To determine progress on satisfaction levels of beneficiaries of access to justice services provided under the FATE project, as a follow up to the first survey.
  • To establish learnings through the implementation strategy of the FATE project
  • To draw best practices from the intervention logic for future endeavours similar in nature.


The assessment will be conducted using a mixed methods’ approach employing both qualitative and quantitative methods of data collection to collect rich and informative data. The proposed methods and approach shall be discussed and refined in the initial phase of the assignment with the consultant.  An inception meeting to validate the activity schedule, work plan, contact persons and other necessary clarifications shall be held with the consultant and ASF as well as representatives from the project partner organizations. A list of all necessary documents to be shared shall also be agreed upon. Following this, the consultant will then put together an inception report which will outline: 

  • The selected methodology and the justification for the choice in relation to the mission and the project;
  • The key documents to be reviewed for the survey (project documents, monitoring and project reports, databases etc.); 
  • The tools for data collection; 
  • The selected respondents; 
  • The method for data analysis;
  • Revised work plan and time schedule. 

In addition to agreed upon documents to be shared, the consultant will engage all project partners to better appreciate the services provided under the project by each and get further support in accessing the beneficiaries on ground. In the absence of relevant data, the consultant should identify the sources of verification and recommend the measures to be taken by ASF to avail them.

Timeline and Deliverables

  • ASF expects the following deliverables from the selected consultant: 
  • An inception report detailing methodology, tools and timeline and sample
  • Lead data collection 
  • Lead the data analysis process
  • Submit all data to ASF, including copies of the final datasets and hard copies of the collection instruments
  • Draft satisfaction survey report for review by ASF 
  • Final satisfaction survey report
  • Presentation of findings to ASF and project partners

All deliverables of the evaluation mission will be handed over and finalized before 31st July, 2024. The assignment will take place for a period of 30 working days.  

Conditions of the mission

This call for application is open to only national service providers. All applicants must submit technical and financial proposals via email (see “ASF Contacts and deadlines”). Payment shall be made based on deliverables as per ASF’s consultancy rates which inform the Agreement.
