PROJECT MANAGER


BACKGROUND

Our client and the Livestock Development Forum (“implementing partners”) have received support from the Private Sector Foundation Uganda in partnership with the Mastercard Foundation under the Enhancing Lead Firm Structure Project to accelerate the creation of work opportunities in the livestock sector for young people aged 18 to 34 years through the provision of extension services.  


The project Interventions seek to address challenges of pests and diseases, as well as poor nutrition through capacity building of para-vets, mindset change, implementation of a framework for the provision of extension services, and leveraging of the use of technology in the provision of extension services and distribution of.  


The intervention focuses on creating, maintaining, and sustaining growth in job markets through strengthening the capacity of actors to efficiently produce and sell their goods and services in expanded markets, developing new diversified financing mechanisms as well as growing the capacity of business leaders and support service providers to manage and expand their enterprises. This transformative intervention will also transition Micro Enterprises to Small Enterprises.


INTRODUCTION:

Under the overall responsibility and technical and financial supervision of the Chairperson LDF, the Project Manager will head the implementation of the project with responsibility for the management of the intervention in close consultation with stakeholders and partners. The Project Manager will provide the required technical and administrative support to coordinate and implement activities. He/she will ensure effective management of the Intervention and any co-funding resources through close contact and guidance of the Chairperson LDF and the PSFU Project Unit. The Project Manager will report to and be guided and supported by the Case Manager, who will provide policy and technical guidance to achieving goals, ensuring cost-effectiveness, and reaching scale.


SCOPE OF WORK

General: The Project Director has the responsibility to ensure the effective and efficient day-to-day implementation of the intervention under the overall guidance and supervision of the Chairperson LDF who is responsible for the Project at the Livestock Development Forum. The Project Manager will ensure the functioning of the intervention from beginning to the end including intervention inception activities, annual and quarterly planning and reporting, and implementation of activities, reviews, and sharing.


The specific duties of the Project Manager will include to

  • Be accountable for the overall day-to-day management and implementation of intervention outputs and activities as outlined in the proposal, work plans
  • Provide technical oversight in the implementation of the LDF-company-PSFU project 
  • Oversee and ensure that all activities related to the project are implemented on time. 
  • Plan, coordinate and oversee a wide variety of tasks with cross-functional teams ensuring all targets and requirements are met and completed on schedule and within budget.
  • Implement all planned project activities with expertise and in a manner that leads to the attainment of the project goals and outcomes. 
  • Proactively implement, develop, monitor, and socialize with new and/or already existing processes that improve cross-functional alignment, effectiveness, and decision making.
  • Identify and timely inform the PSFU, LDF, and reorganization of problems and obstacles that need attention or specific assistance and, in those respects, make proposals for actions to be taken.
  • Develop an activity and budget tracking tool and use it monthly to track and report on activity and budget management.
  • Responsible for assessing, integrating with, and optimizing processes and technology.
  • Ensure that proper mapping of project beneficiaries is done & information is shared in time. 
  • Establish and communicate project strategy, deliverables, and priorities to the cross-functional stakeholders (internal, external, and global) to gain their support and required resources. 
  • Develop and execute an efficient internal communication strategy ensuring all teams are aligned and informed while maintaining understanding advocacy and education of internal processes.
  • In collaboration with key stakeholders, work to meet business and marketing objectives and targets. Facilitation and fostering cross-functional relationships and alignment, executing tactical support materials, compiling clear and accurate reports on key project interventions, project progress and other aspects, as required.
  • Design, establish and manage appropriate project monitoring and evaluation framework for all activities on project initiatives. 


DURATION, LOCATION, AND NATURE OF APPOINTMENT: 

The appointment will be for an initial 1-year renewable for a further 1 year subject to a three-month probation period and performance. The Project Manager will work from the LDF Offices in Kampala but will be required to travel regularly throughout the country in accordance with approved work plans and programmes.


QUALIFICATIONS: 

  • The Project Manager will be recruited competitively from among Ugandan citizens and must have the following qualifications:
  • A Master’s level degree or higher in economics, business management/administration, international economics, project management, or related field.
  • At least 5 years of working experience in project management including in a private sector setting with demonstrated experience in BDS facilitation to beneficiaries, coordination of partners (multiple actors), and business environment/policy-related engagement and advocacy.
  • Strong management skills including the ability to provide strategic guidance and technical oversight; build strong teams, mentor staff, develop work plans, and manage budgets and expenditures.
  • An appreciation of the workings of the Uganda Livestock sectors as well as a good understanding of private sector operations and concerns.
  • A good understanding of private sector development issues and appreciation of the role the private sector can play in economic development.
  • An appreciation/understanding of the extent and effects of youth unemployment; and the social (especially gender and youth) dimensions of development.
  • Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community-based organizations);
  • Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, world wide web, email etc.);
  • Ability to work unsupervised and under tight schedules.
  • Ability and readiness to work in a multicultural and multidisciplinary environment.
  • Effective communication skills anchored in excellent command of spoken and written English.
