REQUEST FOR QUOTATION (RFQ) for a consultant to Support Uganda National Metrological Authority

Title of Posting: REQUEST FOR QUOTATION (RFQ)  for a consultant to Support  Uganda National Meteorological Authority (UNMA) to translate seasonal climate forecast messages into understandable materials for March-May 2023 (USAID ISS RFQ 2023-03).

The Uganda National Meteorological Authority (UNMA) under the Ministry of Water and Environment is the only Government of Uganda Institution mandated for the official provision of meteorological data, weather, and climate information, and products. UNMA plays an important role in the social and economic development of the Country and the Region. Weather and climate information and products provide useful inputs into sectors such as agriculture; livestock development; food security; road, air and maritime transport; health and public safety; building and construction industry; disaster management; water resources management among many other uses. For effectiveness and efficiency performance and to ensure the effective application of meteorological products in support of sustainable development and adaptation to climate change, timely application of weather and climate information is very crucial.

UNMA issues seasonal rainfall forecasts at the beginning of every major rainy season in Uganda. However, evidence has shown that the intended end users of the weather forecast such as the farmers, fishers, livestock herders, and business communities in rural areas have not benefited much because they are often difficult to reach and have a limited capacity to interpret or understand and subsequently integrate meteorological information into their activities. Even the intermediaries (suppliers, extension works, district, and agricultural officers, etc.) who are tasked with assisting the farmers, and integrating the information into their planning and decision-making have difficulty understanding this information. Therefore, to improve the current situation, UNMA is seeking to hire a consultant to translate the seasonal climate forecasts for March-April- May 2023 (JJA2021). This call for consultancy will also lead to the pre-qualification of consultants to offer regular translation services for UNMA as need arises.

3. Purpose of the Assignment: The consultant/s will be required to translate into five local languages (Luganda, Runyakore, Lusoga, Acholi, and Lugbar) the provided seasonal climate forecasts. The consultant(s) will submit a written and audio recording of the translated materials. UNMA will provide an English version of the written piece for translation. The consultant will make the audio recording with help of the Feed the Future Uganda ISS Activity.

The consultant will not charge extra fees for the recording beyond the agreed to translation fees.
