The United States Agency for International Development (USAID) - funded Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity (also herein referred to as the “Activity”), implemented by DT Global Ltd, aims to mitigate institutional governance, management, and market systems constraints to improve how system actors work together to achieve agriculture-led economic growth. 

About National Planning Authority (NPA)

National Planning Authority was established by the NPA Act (15 of 2002) in accordance with Article 125 of the 1995 Constitution of the Republic of Uganda. The Authority is responsible for ensuring sustainable and balanced national development by integrating economic, social, and political dimensions of development with spatial and environmental aspects.  NPA attains this through the creation of policy and institutional arrangements that facilitate systematic integration of district plans into national development plans i.e. integrating decentralized and national development planning processes. The Third National Development Plan 2019/20-2024/25 (NDPIII) in its Agro-industrialization Programme (AGI) identified Cassava as one of the priority commodities to spur Agro-industrialization as well as provide food and nutrition security. The prioritization of cassava in NDP III is due to its economic and social importance to the livelihoods of the people and Uganda’s economy. Cassava is the major root crop grown and consumed throughout the country (UBOS, 2019). It is the second major staple food in Uganda after maize, providing 20% of the total national calorie intake with a per capita consumption estimated at 119 kg/person/per year.

The main objective of the consultancy is to analyze the Cassava value chain, understand the key challenges and opportunities, and potential for investment, and draw recommendations for improving the performance of the cassava industry to benefit socio-economic transformation and Uganda’s economy at large.
