The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

Our planet needs forests, and millions of people live in and protect them. The expansion of agricultural areas drives up to 90 of global deforestation. The European Union is an important import market for these commodities. For this reason, the EU has adopted a new regulation for reducing its contribution to deforestation and forest degradation caused by its consumption (EU Regulation on Deforestation Free Products, EUDR).

The EU and its Member States support the inclusive and just transition of sustainable value chains to the EU, especially for smallholder farmers and low-income countries, by scaling agro ecological practices, reducing risks in value chains, and crowding in public and private investments in sustainable agri-businesses. Producers will benefit from this support in line with the EU’s Global Gateway offer trustworthy connections with partners around the world, based on sustainable values and standards that work for people and the plane. With the newly established Team Europe Initiative (TEI) on Deforestation free Value Chains, the aim is to bring together the expertise of EU and EU Member States for a positive partnership offer at scale to partner countries.

The GIZ is implementing the "Sustainable Agriculture for Forest Ecosystems" (SAFE) project, a flagship initiative under the newly established TEI. SAFE is cofinanced by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Ministry of Foreign Affairs of The Netherlands. The project supports sustainable agricultural practices to mitigate deforestation, currently in 10 countries in Latin America, South-East Asia, and Africa. SAFE also supports the establishment of partnerships at regional and global level. The TEI Hub, coordinated by SAFE, aims to facilitate coordination, outreach, and knowledge management.


GIZ is recruiting a Regional Advisor for the Team Europe Initiative in Africa to support in the implementation of the TEI.


Job Title: Regional Advisor - EU SAFE (Sustainable Agriculture for Forest Ecosystems)

Reports to: Head of Programme, SAFE Steering

Duty Station: Kampala, Uganda.

Contract Duration: 01.10.2024 to 31.12.2027

A. Key Responsibilities

The Regional Advisor will be responsible for;

Cooperation Management with EUDR-relevant Partners.

  • Support the management of cooperation with international partners from politics, business, and civil society, focusing on those relevant to the EU Deforestation Regulation (EUDR).


Opportunity Identification for Outreach and Engagement

  •  Identify and leverage opportunities for outreach and engagement in African countries, particularly focusing on coffee-producing countries in East and Central Africa.
  •  Develop and implement strategies to enhance stakeholder engagement and participation.
  •    Plan, organize, and execute outreach events in African countries, ensuring engagement with local and regional stakeholders.


Collaboration with TEI Secretariat

  •  Maintain close coordination with the TEI Secretariat based in Brussels.
  • Regularly analyse and report on the political climate and trends related to the EUDR in the region, providing insights and strategic recommendations.


Africa Regional Coffee Dialogue Coordination

  • Lead the establishment and ongoing facilitation of the Africa Regional Coffee Dialogue under the Team Europe Initiative (TEI), involving multiple African countries and partner organizations.
  • Work in close collaboration with the SAFE Uganda project to ensure alignment and integration of efforts.


Integration and Coordination of Regional Dialogue Activities.

  •   Link the activities of the Regional Coffee Dialogue to global TEI initiatives, ensuring coherence and coordination with other projects addressing the EUDR in the region.
  •  Foster synergies between regional and global efforts of the TEI and its flagship projects.


Event Management

  • Plan and implement the coordination and management of TEI outreach events, both online and offline.
  •  Coordinate with relevant partners to ensure successful event execution, addressing all aspects of event management from planning to post-event follow-up.


Contract Management and Activity Oversight

  • Manage contracts related to TEI activities at the regional level, ensuring compliance and effective implementation.
  • Oversee the execution of identified activities, providing support and guidance as needed.


B.   Specific Tasks

The Regional Advisor performs the following specific tasks:


Knowledge and advisory services

  •  Observe relevant developments and build knowledge on policies, regulations, research, and initiatives related to the EUDR in African countries.
  •  Provide technical and institutional knowledge to guide strategic planning and implementation of the TEI.
  •   Provide professional inputs to workshops, seminars and other events related to the TEI.
  • Contribute to the development of concepts and materials for promoting approaches related to the implementation of the EUDR, including processes, guidelines, partnership agreements, training manuals, and procedures.
  •   Prepare technical documents and reports as well as presentations for the purpose of public communication, project reporting and knowledge sharing.


Partnership management and coordination

  •  Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector, and international agencies.
  •  Engage partners on the regional level with regards to the TEI activities.
  •  Facilitate successful cooperation and partnership management for the TEI in Africa.
  •  Engage stakeholders from government, civil society, and the private sector in multi-stakeholder processes.
  •   Participate and contribute relevant processes, fora, events, and meetings at the regional level.
  • Participate in the planning and implementation of study tours, visiting delegations, exchange visits, missions from GIZ and EU Member States, and other official events as required.


Project management and coordination

  •  Plan and implement project activities in line with GIZ procedures, rules, and regulations (incl. rules of cofinancing partners), including service contracts, events, and financing agreements.
  •  Prepare terms of reference for service contracts or financing agreements and participate in the selection and supervision of contracted third parties.
  •  Supervise grantees in the technical and administrative implementation of grants by the project.
  •   Coordinate the implementation of project activities with team members, partners and contracted third parties.
  •  Support the implementation of the monitoring systems to track progress in the project.
  • Provide monitoring data and contextual knowledge to contribute to reporting and public and internal communication.
  • Organize internal and external events and meetings.


Other Duties/Additional Tasks

  • Perform other duties and tasks at the request of management.


C.   Required qualifications, competences, and experience.

Qualifications.

  •  Master’s degree in Natural Resource Management, Business Management, Economics, Agriculture, International Relations, or a related field.


Professional experience

  •  A minimum of 5 years of professional experience, of which at least 5 years in a comparable position.
  • At least 5 years’ professional experience working in projects related to regional economic development in Africa.
  •  Experience working for the European Union or in cofinanced projects is an advantage.
  • Knowledge of the international discussion on EU Green Deal policies, trade, and sustainability.
  • Experience in engaging stakeholders from different institutional backgrounds in multi-stakeholder processes.
  • Experience working for or in cooperation with the private sector.


Other knowledge, additional competences.

  •  Intercultural sensitivity, effective communication and cooperation competencies and written/verbal/presentation skills; experience in dealing with politically sensitive topics.
  •  Prominent level of networking and partnership management skills
  • Strength to assess the relevance of topics quickly and reliably and to communicate politically sensitive topics to various stakeholders.
  •   Strong ability to work in a team, willingness to take responsibility and initiative.
  •   Ability to work under time pressure and setting clear priorities.
  •  Fun working creatively and bringing innovative ideas to fruition.
  •  Fluent in English, French and other relevant languages like Amharic, Bantu, Swahili, etc., spoken in the region are an advantage.
