Roles and responsibilities

ASF is looking for a Project Officer (PO) to implement its Transitional Justice (TJ) program in Uganda. The PO will work under the direct supervision of the Coordinator of Programs (COP) for Uganda. He/she will work closely with the Knowledge and Learning Manager, the Transitional Justice, Policy and Legal Advisor (based in Brussels) and the Legal Officers Based in the Uganda, Office. The ideal candidate will bring a dynamic attitude, strategic thinking and knowledge of Uganda’s history of conflicts, in particular from the perspective of affected communities. He/she must demonstrate a proven ability to manage networks, to produce high level analysis and to articulate advocacy efforts for policy change. 


Lead the ASF advocacy agenda on Transitional Justice

  • Update and develop the TJ advocacy agenda and identify key policy reforms needed at national, regional and international level;
  • Develop and manage national network drawing members from the Academia, Civil Society, the media, the Judiciary, the Legal fraternity and government institutions (JLOS); 
  • Organize advocacy events and maintain a pro-active communication plan;
  • Identify topics and produce policy briefs, notes and reports. 
  • Act as focal person for coordination with the TJ advisor within the JLOS Secretariat;
  • Actively participate in the ASF Community of practice on Transitional Justice; 


Project implementation

  • In coordination with the CoP, develop and implement the TJ work plan;
  • Develop and implement a strategy for engagement with affected communities;
  • Carry out field research, community outreach and community dialogues;
  • Identify relevant cases for legal assistance and/or advocacy;
  • Lead the development of training resources: curriculums, pools of trainers etc;
  • Implement the training programs with magistrates, lawyers and prosecutors;


Knowledge management

  • Implement all Monitoring and Evaluation tools within related activities;
  • Is responsible for extracting lessons learnt, project results, harvest outcomes and feed them back into cycles of programming, project development and policy formulation. 


Profile

Degree:

BA in Law, Development Studies, Political Science, Peace and Conflict Studies, Social Science or Public Policy 


Experience:

3 years of professional experience in relevant field: conflict   resolution, post-conflict recovery, human rights and rule of law promotion and proven experience in advocacy for policy reform


Knowledge and skills:

  • Advocacy tools and methods are a must;
  • Ability to conceptualize, write and present complex communication materials;
  • Mastery of communication techniques, including social media
  • A strong networker and collaborator, ideally with a personal profile in TJ- Strong sense of personal initiative and ability to work independently 
  • Field research with conflict-affected communities;
  • Project management;

IT:

  • Full office package mastered
  • Basic knowledge of data management software
  • Knowledge of data visualization and graphic design is a plus


Languages:

  • English required
  • Proficiency in Luo (Acholi and/or Lango), Karimajong and/or Rutooro or Rukonjo is a plus


Know-how:

  • Strategic thinking, interpersonal communication, pro-active attitude, organization-minded
