Position: Procurement Officer (01)

Duty Station: Kampala

Reports: Human Resource and Administration Manager


Role Summary

Initiate, develop, and monitor the implementation of systems, policies, and procedures for managing procurement activities for the timely availability of quality goods, works and services in line with  Asaak’s policies and procedures and PPDA guidelines. 


Responsibilities

  • Develop and consolidate Procurement Plans and budget for every financial year and account for expenditures in line with ASAAK procurement policy and guidelines. 
  • Review, develop and monitor the implementation of the procurement policy, guidelines and tools for the timely availability of quality goods, works and services at the most competitive prices in line with ASAAK policies and procedures.
  • Oversee the procurement processes, including review of purchase requisitions, request for quotations, supplier selection, negotiations, purchase and delivery forms, in line with ASAAK policies and procedures.
  • Spearhead the process of supplier pre-qualification & management, source for service providers, obtain quotations and ensure timely delivery of goods and services in line with company procurement plans and guidelines.
  • Prepare pre–qualification documents, invite public bidders for pre-qualification exercise and conduct price search and market surveys in line with the procurement rules and regulations.
  • Prepare bidding documents, invite the shortlisted bidders to submit their proposals and manage the Tender/Bid opening and communication of awards in line with ASAAK policies and procedures.
  • Organize and manage contract negotiations with pre-qualified suppliers to negotiate terms and conditions of contract in line with  ASAAK procurement policy and guidelines. 
  • Review and monitor the implementation of contracts, leases and agreements and provide technical support to user departments in management, in line with ASAAK procurement policy and guidelines.
  • Follow through all procurement & acquisition contractual obligations in line with ASAAK procurement policy and guidelines. 
  • Coordinate and manage the disposal of assets in accordance with PPDA and ASAAK procurement policy and guidelines.
  • Prepare and submit quarterly Procurement reports to HR & Administration and respond to all queries or communications regarding the reports in line with  ASAAK procurement policy and guidelines. 
  • In coordination with user departments, review and approve invoices prior to submission to finance for payment processing, resolve any problems that arise, and perform post-contract evaluations ensuring the accuracy and integrity of data.
  • In coordination with the Finance department, ensure execution of payment terms outlined in the purchase orders, blanket purchase agreements and any other contracting mechanisms 
  • Design, update, and maintain a system & procurement tracker  for prompt and timely submission of such supporting documentation to the finance office to facilitate timely payment processing
  • Creation, management, and ongoing maintenance of a filing, archiving, and retrieval system in electronic and hard copy formats for ASAAK procurement documents and related correspondences in accordance with established ASAAK policies.  
  •  Perform any other duties as assigned by the supervisor.


Job Requirement

  • Bachelor of Procurement and Logistics Management, Commerce, Business Administration, or business-related field or equivalent combination of education and relevant work experience.
  • Membership of CIPS is an added advantage.
  • Minimum 2 years of procurement experience, including managing the field office required.
  • Strong leadership, analytical and organizational skills, demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
  • Excellent problem-solving capacity with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.
  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by the ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients, and consultants.
  • Ability to use a tablet/smartphone/computer and experience with Google Applications is an advantage.

  • Ability to handle fast-paced environments with minimum supervision and meet project deadlines. 
  • Must be patient and willing to help others in solving problems while maintaining a positive attitude at all times.
  •  Must have a keen eye for detail and follow instructions precisely.
  • Resourceful, self-driven, proactive and independent worker.
  • Hardworking and meticulous with a positive attitude.
