Job Summary

The Human Resources Manager will lead all HR functions for Global Consult’s Uganda operations. You will design and implement HR policies, manage recruitment and retention, oversee payroll and benefits administration, ensure compliance with Ugandan labour law and donor regulations, and strengthen organisational capability.

Job Description/Requirements

Key Responsibilities

  • Develop and implement the Uganda office HR strategy aligned to organisational objectives and growth plans.
  • Lead end-to-end recruitment & selection (job descriptions, adverts, shortlisting, interviews, reference checks, offers) for national and expatriate roles.
  • Manage onboarding and induction processes to deliver a consistent first 90-day experience.
  • Oversee payroll administration with accuracy and timeliness (internal or outsourced payroll partner), and manage statutory filings and contributions (NSSF, PAYE).
  • Administer employee benefits, leave management, contracts and HR records in line with policy and data protection requirements.
  • Ensure full compliance with Ugandan labour law, employment regulations and donor contract HR clauses (e.g., vetting, timesheets, allowances).
  • Support expatriate staff administration: work permits/visas, relocation logistics and repatriation processes.
  • Design and run annual performance management cycle (goal setting, reviews, performance improvement plans).
  • Lead talent management, succession planning and staff development — identify training needs and coordinate learning interventions.
  • Manage employee relations: handle grievances, disciplinary actions and conflict resolution with fairness and confidentiality.
  • Maintain and optimise the HRIS/HR database; prepare HR reports and dashboards for senior management.
  • Promote positive organisational culture, staff wellbeing and staff engagement initiatives.
  • Oversee HR-related procurement and vendor relationships (recruitment agencies, training providers, insurers).


Key Deliverables (first 6-12 months)

  • Robust HR policies & staff handbook tailored for Uganda operations.
  • A recruitment plan and filled critical roles within agreed timelines.
  • Accurate monthly payroll and statutory compliance.
  • A functional performance management process and L&D calendar.
  • HR dashboard reporting key metrics (turnover, vacancies, training hours, leave utilisation).


Minimum Requirements

  • Direct experience working in consulting firms, NGOs, or donor-funded projects is strongly preferred.
  • Demonstrated knowledge of Ugandan labour law, statutory deductions and HR compliance.
  • Experience with HRIS / payroll systems and MS Office; strong competence with Excel for reporting.
  • Proven experience in recruitment, performance management, employee relations, and L&D.
  • Experience supporting expatriate staff and handling work permits/visas an asset.
  • Strong interpersonal skills, confidentiality, and the ability to work in a multicultural team.
  • Excellent oral and written English. Knowledge of local Ugandan languages is a plus.
