As Head of the Administrative and Financial Department, you will play a critical leadership role, ensuring compliance, financial health, and operational efficiency of our programs in Uganda. You will report directly to the Country Director and oversee a growing team.
Key Responsibilities
Compliance & Accounting
- Ensure compliance with Ugandan authorities (URA, NGO Board, FIA, URSB, etc.) and donor regulations.
- Maintain and update legal documentation, contracts, MoUs, and financial agreements.
- Oversee the monthly and annual accounts, ensuring all expenditures are well justified, allocated and documented.
- Supervise procurement processes and asset management procedures.
Financial Management & Budgeting
- Support annual budgeting processes and provide ongoing budget monitoring, forecasting, and reporting.
- Supervise fund requests, cash flow management, and monthly reconciliations.
- Control and analyze expenses across all programmatic and operational budget lines.
Team & Departmental Leadership
- Supervise and coach the finance and admin team, fostering a culture of accountability and excellence.
- Organize department workflows and ensure clear delegation of roles and responsibilities.
- Take part in recruitment, training, and performance appraisals of team members.
Partner Support & Capacity Building
- Train and mentor partner organizations in financial and administrative management.
- Monitor the quality of partner reporting and ensure timely and compliant submissions.
- Promote continuous improvement in partner financial systems.
Representation & Institutional Relations
- Represent Iles de Paix in different matters with external authorities, institutions, and donors.
- Act as a point of contact for regulatory and compliance issues on behalf of the organization.
Human Resources Administration
- Manage administrative HR tasks such as contracts, payroll, benefits, leave tracking, and onboarding.
- Monitor and implement changes in labor laws and staff regulations.
- Contribute to the development of staff training and evaluation systems.
What We’re Looking For
✅ Profile & Qualifications
- University degree in Economics, Finance, or Management; CPA certification or in the process of obtaining one.
- Minimum 5 years of relevant experience in financial and administrative management, preferably in the NGO or development sector.
- Strong knowledge of Ugandan regulations related to NGOs, taxation, labor law, and compliance.
- Proficiency in accounting software, spreadsheets, and MS Office tools.
- Experience managing teams and working with partner organizations.
