The Grants Manager will oversee financial, administrative, and grants management operations for Jhpiego Uganda, particularly focusing on the USAID Uganda Urban Health Activity. This role ensures efficient financial tracking, budgeting, reporting, and compliance with both Jhpiego’s policies and donor regulations. The Grants Manager is responsible for providing financial oversight across programs, assisting in the development of budgets, and implementing strong internal controls to safeguard financial integrity. This position also entails managing sub-award agreements, monitoring partner financials, and providing guidance and training to staff and partners. The Grants Manager plays a key role in optimizing resource allocation and supporting the successful implementation of Jhpiego’s programs
Requirements
- A master’s degree in business administration, Accounting, Finance, or equivalent.
- Qualified accountant with CPA (U), ACCA.
- Minimum of eight (8) years of experience in financial management with at least 5 years in a senior position in a reputable INGO or development agency.
- Ability to communicate both orally and in writing and to confidently engage with high-ranking government and donor partners.
- Trustworthy and track record of impeccable integrity.
- Conversant with USAID financial guidelines/regulations.
- Computer literacy, particularly working knowledge of QuickBooks and MS office.
- Manage the effective utilization of Jhpiego’s financial management system to ensure accurate financial tracking and reporting and ensure compliance with Jhpiego policies, donor and legal requirements.
- Provide supervision, guidance and mentorship of staff and ensure team spirit within the finance team. Also work with other departments like administration to ensure optimum support and linkages. Train and mentor, the finance team and program staff as needed.
- Review and implement policies, procedures and systems to ensure effective internal controls are in place and are adhered to.
- Provide financial and accounting technical advice to all Jhpiego programs for effective program implementation.
- Review of budgets for partner sub-agreements and recipient monthly financial reports.
- Review and monitor the financial records of implementing partners.
- Administer sub-agreements, draft award documents, monitor of grants payments and the compliance to award terms and conditions.
- Assist program staff to develop work plans and annual operational budgets for programs and the office costs.
- Collaborate with internal and external auditors and ensure prompt implementation of their recommendations.
- Assist in the preparation of monthly, quarterly and/or annual reports as needed.
- Examines financial documents such as payroll, vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data as per Delegation of Authority.
- Monitors disbursement of funds to the sub partners and track funds utilization per the signed subaward agreements.
- Develops proposal budgets for business development for review by the Finance and Admin Director in accordance with donor requirements.
- Preparation of burn rates and review of program expenditure with respective program managers monthly.
- Lead the mentorship and coaching of sub awardees regarding grants management and reporting.
- Manage the grant close out processes for the sub awardees.
- Assume other duties as assigned.
