Job Description Position PurposeThe Data Systems and visualization advisor will lead the setting up of the data management systems and visualization components of the GHSA CDC funded program in Uganda. S/he will support the MOH to use the data systems for centralized data warehousing, train MOH and district-based surveillance officers in data collection, analysis, visualization and use. This is a contract position and is renewable annually based on availability of funding and scope of work.Specific Responsibilities:1. Provide technical leadership setting up, using and maintaining data systems of the project Provide technical oversight for the selection and deployment of appropriate data systems2. Lead in interoperability of the existing surveillance data systems3. Provide technical oversight for the analysis of surveillance data and setting up usable dashboards, scalable interactive web applications and data communication contents • Lead data analysis visualization and us activities with relevant departments of the Ministry of Health and other stakeholders4. Strengthen the capacity of surveillance officers at the MOH and districts to analyze data5. Lead data management from internal and external sources, including the collection6. and processing of quantitative and qualitative data, and support planning, design and implementation processes for data management priorities7. Work with surveillance data officers to ensure that the data management needs of the MOH and surveillance department are met for different assigned activity Collaboratively develop strategies to creatively incorporate data, analytics, and data visualization into various content and product delivery8. Coordinate knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the MOH’s programmatic work9. Determine the best way to present data, tell stories, and convey messages to different audiences using qualitative and quantitative insights in collaboration with other technical staff10. In collaboration with team members, plan and implement dissemination activities for sharing research results, other program assessments, and findings of monitoring and evaluation activities11. Support with producing content for events, success stories, and other communication products, individually or in collaboration with others when called upon12. Execute enhancements to monitoring systems, ensuring that systems serve as a resource and management toolQualifications:1. Degree in computer science, information technology, statistics2. Masters’ degree in Public health informatics, or epidemiology and biostatisticsExperience and skills1. At least five years’ related experience, at national level, in health management information systems2. At least three years’ experience in working with donor funded programs and teams Technical expertise in development of computer programs, software and applications Knowledge and experience of integrated disease surveillance and reporting (IDSR) guidelines and operating mechanisms3. Experience in supporting diverse teams of non-technical people in use of data systems and data visualization software4. Demonstrated skills in training/ orientating teams on data systems5. Proven ability to multitask across various planning and implementation processes within a highly demanding environment.6. Excellent writing, verbal and interpersonal communication skills in English. Ability and willingness to travel in the country
