3. Objective of the assignment.
The overall objective is to develop two (2) policy briefs on:
Sustainable financing of energy efficient technologies and services across the agriculture, industry, buildings, and transport sector in Uganda. Energy efficiency considerations in building sustainable and resilient food systems.4. Scope of the assignment.
To attain the above objective, the consultant will need to deliver the following actions.
Undertake a review of the legal, policy and institutional frameworks that promote adoption of energy efficiency in Uganda. Conduct a detailed mapping of underlying issues that limit sustainable financing for energy efficiency and integration of energy efficiency in food systems. Develop draft policy briefs to be validated at one of the planned Energy Efficiency Accelerator Network (EEAN) stakeholdersâ meetings. Develop final policy briefs incorporating all recommendations from the validation meeting.5. Approach/ Methodology
The consultant shall deploy a participatory and consultative approach to the development of the policy brief as guided by the framework below.
Document review: The consultant shall review all the relevant policies, laws, regulations, plans and programmes in the energy sector with focus on energy efficiency and renewable energy. Key Informant interviews: The consultant shall map and schedule key informant interviews with key market actors on energy efficiency and renewable energy. Validation of identified issues: The consultant shall disseminate the key findings from the reviews and interviews as well as other stakeholder insights in a stakeholder validation meeting. Final policy brief documentation: Final policy briefs shall be developed and shared with the client upon incorporating all the stakeholder reviews and recommendations from the stakeholder validation meeting.6. Deliverables
A Final approved inception report detailing the methodology, timelines, workplan for execution. Two (2) Draft policy briefs on the issue areas highlighted. Two (2) Final approved policy briefs on the issue areas highlighted.7. Duration of the exercise
The assignment is expected to be undertaken within a maximum of 24days. The contract shall be a fixed term with all the key activities and deliverables paid based on the value for money offering agreed during negotiation. The proposed payment terms are based on specific quality approved deliverables.

The overall contract management is undertaken by the Project Manager, Inclusive Markets for Energy Efficiency in Uganda Project.
Qualifications
Qualification and Experience Lead and Associate Consultants
The Lead consultant should possess an advanced Degree in one of the following disciplines: Law, Social Sciences, Development Economics, Energy Economics and Business Administration and any other related discipline. He/she should possess atleast 8 years of experience in undertaking policy research and development and a strong understanding of the energy sector in Uganda. Evidence of earlier policy briefs undertaken is highly appreciated. Associate Consultant shall possess atleast a bachelorâs degree with 10 yearsâ experience in any of the disciplines above as well as Agricultural Economics.

In addition to the above expertise and experience, the proposed team should demonstrate the following competencies.
