Nature of Position:
Uganda currently hosts 1.5 million refugees and asylum seekers, with the majority coming from South Sudan and the DRC Congo. Despite this immense challenge, Uganda has one of the most progressive asylum regimes globally, and it is known for hosting the largest number of refugees in Africa. Uganda is currently facing multiple emergencies around its borders, and it hosts the largest number of refugees in Africa.
The Government of Uganda is a signatory to the 1951 Refugee Convention and its 1967 Protocol. Refugees are granted a range of rights and freedoms, including freedom of movement, access to public services such as health and education, the ability to seek employment, and to start their own business.
Ugandaâs refugee response is co-led by the Ugandan Governmentâs Office of the Prime Minister (OPM) through the Department of Refugees (DoR), United Nations High Commissioner for Refugees (UNHCR), and most recently, Ministry of Local Government (MoLG). The humanitarian response is coordinated through the Refugee Coordination Model following the Uganda Country Refugee Response Plan (UCRRP), 2022-2025. UNHCR is also coordinating humanitarian partners on the design and reporting of the country chapters to the Regional Refugee Response Plans to the South Sudan and the Congolese situations.
Uganda is among the first countries to adopt the Comprehensive Refugee Response Framework (CRRF) and the Global Compact on Refugees (GCR) since its affirmation in 2018. The GoU implements the Global Compact on Refugees (GCR) through its Comprehensive Refugee Response Framework (CRRF), emphasizing the inclusion of refugees into national systems, particularly in the education, health, and livelihoods sectors. The Associate Reporting Officer - P2 position, based in Kampala within the External Engagement team, reports to the Senior External Relations Officer. The primary objective is to support the fundraising and partnership management efforts of the operation. In addition to aiding in proposal drafting, this role places particular emphasis on tracking and reporting funded projects to effectively manage existing donor contributions. The role necessitates extensive analytical and drafting skills, as well as close collaboration with donors, UNHCR headquarters, and regional partnership management sections, in addition to working with country operation program and technical focal points for recorded contributions. The incumbent also serves as the UNHCR focal point for Private Sector Partnerships and supports the senior management team in designing and implementing the external relations strategy, as well as drafting talking points and briefing notes for strategic engagement with donors.
The overall goal of the position is to strengthen and enhance UNHCR's engagement with external partners, including donors, within the context of Uganda's progressive refugee response framework. Kampala is a Family Duty Station Capital city with a large offer of comfortable houses and flats are available, bank services are excellent as well as a decent internet service and mobile coverage. The major threat to staff includes and is not limited to prospects of terrorism allowed heavy security presence in both uniform and plain cloth, high road traffic accidents, common law crimes and spontaneous outbreaks of water born disease like Typhoid, cholera plus occasional political /civil unrest mostly contained by Government. The security management systems have put in place mitigation measures to avert the impact of the threats therein and is a collective responsibility of all staff members
