Desired Candidate Profile
Ideally, the candidate should have:
-University Degree in Computer Science, Demography, Statistics, Information Technology, Data Science, Business Analytics, or related fields.
-Minimum 4 years (2 years with advanced university degree) of relevant professional experience.
-Understanding of the principles of and concepts of International Protection and UNHCR.
-Demonstrated experience in identity management, biometrics and/or registration systems, in refugee and internal displacement situations.
-Demonstrated experience in supporting the setting up and deployment of Global Distribution Tool and biometric systems in registration and case management, verification, and mass assistance disbursement environments for the purposes of identity management during these processes.
-Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in a variety of geographical locations and operational contexts.
-Strong technological awareness and general ability to learn new technologies quickly
-Good planning, coordination, and representation skills.
-Excellent verbal communication and drafting skills.
-Proficiency with computer applications.

Nature of Position:
Based in Kampala, Uganda, the Associate Operational Data Management Officer (AODMO) will function under the direct supervision of the Senior Registration and Identity Management Officer, within the Protection Section, which holds the technical authority on all aspects of refugeesâ registration, documentation as well as identity management. Generally, the AODMO engages with partners, including government, in operationalizing the use of UNHCRâs Population Identity Management and EcoSystem (PRIMES) tools and applications - the Biometric Identity Management System (BIMS), Global Distribution Tool (GDT), Rapid Application (RApp) and proGres. The position advises and monitors data-related activities conducted in the core PRIMES applications, whether carried out by the Government, UNHCR or other partners, and facilitates efficient use of biometrics to support assistance delivery management and tracking, refugeesâ access inclusion/access to services, including mobile and financial services. S/he will ensure the availability of online and mobile server services/interfaces for proGres, BIMS, RApp, and GDT to agreed Government and private entities, including the Department of Refugees, National Identification and Registration Authority and other partners engaged in the refugee response initiative in Uganda, including WFP. The AODMO will also support the alignment and interoperability between PRIMES tool/applications and other government agencies/partners and private sectorsâ tools and applications. The incumbent will support the building of custom reports, templates, forms, and other documents in PRIMES applications and assist in designing and mapping case management and referral processes in proGres. The AODMO will oversee the design, generation, and analysis of population statistics, as well as manifests and lists to support assistance delivery to refugees and asylum seekers, as well as other persons benefiting from services being provided by UNHCR and partners engage in the refugee response. The AODMO regularly monitors the quality of data being collected and entered in proGres and ensures that data inconsistencies are identified and resolved. The AODMO coordinates closely with other protection functions to enhance personnel capacity on use of PRIMES tools and applications. The incumbent will also work closely with the technical teams in HQ PRIMES Support, in the Regional Bureau for East and Horn of Africa and Great Lakes and with ICT service vendors.
Living and Working Conditions:
Kampala is a Family Duty Station Capital city with a large offer of comfortable houses and flats are available, bank services are excellent as well as a decent internet service and mobile coverage. Power supply might be irregular in some areas hence a generator or backup inverter might be necessary. Medical facilities including hospital of good quality are available as well as a large choice of international school and nurseries. Food and house supplies are available in supermarkets and markets and on-line purchase and home deliveries is efficient. No decent public transport is available, but Taxis/Uber are commonly used, and car purchase is an easy option as the offer is wide.
Although Kampala and Entebbe are considered under a moderate security level (Security levels III), many UN agencies and funds are headquartered in Kampala including UNHCR branch office to provide support on the mandate to protect and assist refugees of both Urban caseloads and those in settlements in the Southwest, Midwest and West Nile regions. Kampala is considered a family duty station with better social amenities- schools, recreation, and health services. The major threat to staff includes and is not limited to prospects of terrorism allowed heavy security presence in both uniform and plain cloth, high road traffic accidents, common law crimes and spontaneous outbreaks of water born disease like Typhoid, cholera plus occasional political /civil unrest mostly contained by Government. The security management systems have put in place mitigation measures to avert the impact of the threats therein and is a collective responsibility of all staff members
