Nature of Position

Kiryandongo Refugee Settlement is on 27 square miles of land and is situated in Bweyale Town Council and Mutunda Sub-County approximately 223 kms on the Kampala â Gulu Road. The settlement land which is owned by Government is divided into 2 zones (Ranch 1 and Ranch 37). Ranch 18B which neighbours with both Ranches hosts formerly displaced Ugandans who were resettled from Eastern Uganda (Mt. Elgon region) who closely co-exist with the refugees in Kiryandongo. There are a total of 17 Clusters (villages) in both ranches (zones). There are 30 partners including OPM and Kiryandongo District Local Government that operate in Kiryandongo Settlement and of these 09 directly implement on behalf of UNHCR.

There is a UNHCR Field Office in Kiryandongo Settlement which has staffing of about 17 staff members and the office together with OPM co-manage the refugee affairs in the settlement and coordinate all activities related to refugee management.

The general refugee and asylum seeker population for Kiryandongo is 65,272 () in 11,927 Households, including 40 asylum seekers. 99% of these are South Sudanese while the rest are Kenyans, Congolese, Rwandese, and Burundians. 52% of the population is female and 82% of the households are female headed. Although Kiryandongo is an old settlement (established in 1990), 99% of the population are newly arrived refugees with all having arrived starting from 13 Dec 2013. Generally, 99% of the households are allocated 50m*50m each for both household construction and subsistence agriculture on right of use basis.

The refugee self-management structure mirrors the national local governance system and goes up to the Sub-County Level (Local Council 3) referred to as Refugee Welfare Councils I, II, and III. A new cabinet was elected in October 2023 and is to serve a minimum term of 2 years. There are several other community structures including Community Development Workers, Legal Assistance Volunteers, GBV Activists, and Child Protection Committees that support the communities.

About 85% of the population both within the district and settlement inclusive depend on agriculture as a source of livelihood. Most of these are small holder farmers with a few being engaged in large scale farming (especially in host). For the refugee context, many households are engaged in small farming on a 50x50 plot of land issued by OPM upon arrival.

Small ruminants especially rabbits, goats, piggery, and local poultry are the major livestock enterprises among the refugee population.

Youth unemployment is a key factor, however a number are employed in services including saloons, motor repair, boda boda (motorcycle transport), grain produce business, mobile money, hawking, restaurants among others.

Implementation of livelihoods is through a multi-partner approach including UNHCR support through Implementing partner (ACF & KDLG) and other Operational partners with funding from various donors. Under strategy and policy guidance of ReHOPE (Refugees and Host Population Empowerment) and CRRF, host population are being targeted and supported by partners. Key outputs under UNHCR Results framework undertaken include: - access to agriculture, livestock and fisheries production enabled, promotion of self-employment, business facilitated and access to training and learning enabled.
