Background Information:

The Health Pooled Fund began its third phase (HPF3) in July 2018 and is supported to run until 2023 by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID).

HPF3 merges two previous health programmes - Health Pooled Fund 2 (HPF2), which provides healthcare at health facility level, and the Integrated Community Case Management 2 (ICCM2) programme, which provides healthcare to children under-five within more remote communities. HPF3 supports delivery of community level, essential primary health care, secondary health care and referral health services, stabilisation of local health systems, and procurement and supply chain management of essential medical commodities.

HPF supports services in eight state hubs of South Sudan formerly known as: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes.

The programme impact will be an improved health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality), and has the following four principal outputs:

Output 1: Enhanced delivery of integrated health services through a network of health facilities.

Output 2: Expanded Community health services for the prevention and treatment of common conditions based upon the Boma Health Initiative Guidelines.

Output 3: Strengthened management of the Supply Chain for essential drugs and commodities.

Output 4: Stable health systems that are responsive and accountable to the needs of communities and individuals accessing health services.

To attain these outcomes, the HPF3 team is responsible for:

  • Effective programme management, including robust risk management;
  • Ensuring continuity of and support to service delivery, with a focus on improving quality;
  • Specialist technical assistance covering health service delivery, community engagement, nutrition, health planning, information and HRH.
  • Procurement and supply chain management of essential medical commodities
  • Management of the Implementing Partner fund
  • Management of fiduciary risk associated with use of donor funds;

Position Summary:

The Consultant will design a new website for the HPF programme.

Core Responsibilities:

Review of current HPF website

  • Review current HPF website to analyse what works well and where the gaps and areas for improvement are for consideration in the re-design of the website
  • Clarify goals for new website
  • Engage with HPF Senior Leadership Team, HPF Technical Team, and Strategic Advisory Board to clarify goals about:

  • what they want the website to communicate

  • to which audiences it is targeted

  • how they want it to look

  • what kind of functionality they expect from it

  • how they would wish for users to interact with it

  • what kind of content will be published

  • the frequency with which it should be updated

  • usability for the Communications team including updating it
  • how the site should be monitored and with what frequency
  • the pages and transitions required

  • Engagements could be done through a consultation tool developed by the Consultant.

  • Analyse feedback provided through the consultations and design a mapping for the website collating majority feedback and also applying expert advice on what will work best and what improvements are required to be made to current website

Design blue print for architecture of website

  • Following approval of the mapping, develop a blue print for the architecture of the website and share it with Montrose for feedback. Montrose will coordinate feedback from other stakeholders.
  • Revise website blue print as required.

Develop website

  • Advise on options for best webhosting platforms and web building software to use that fit the purpose as clarified during engagements including pros and cons as well as costs associated with each
  • Design website to include site navigation by categorising content
  • Develop site content and graphics by coordinating with Montrose, HPF team and graphic designers, designing images, icons, banners, audio enhancements etc.
  • Prepare site by installing and configuring server software; installing programming language using authoring and formatting tools; ensuring cross-platform compatibility – mobile devices, computers, varied browsers, appearance when links are shared on social media; establishing links.
  • Provide monitoring metrics, analytics and mechanisms e.g. number of unique engagements with pages and others that may be identified during consultations with HPF team
  • Establish visibility and ease of location when HPF is searched by registering with search engines
  • Provide user-friendly editing permissions and any other back-end maintenance
  • Protect site by designing and installing security precautions
  • Test the website to ensure there are no bugs, all pages open, all links work, website works across different browsers, devices and posts well on social media,and make any changes required
  • Work with the Communications team to ensure content is accurate before any publishing
  • Handover website for review and quality assurance by Montrose and HPF team
  • Make any changes requested in the review process
  • Work with the Communications team to understand how to edit and maintain the website

Required Skills and Qualifications:

  • Demonstrated skills in web graphic design, web planning, web user interface design, web programming, understanding browser capabilities, internet presence, multimedia content development, Illustration tools, and verbal communication
  • Understanding of needs for a website for a health programme
  • Strong communication skills and cultural awareness.

Reporting and Communication

  • The consultant will work closely with the HPF Communications Manager and the Inception Team leader
  • For technical matters, the consultant will report to the Communications Manager and the Inception Team Leader
  • For contractual, administrative and financial matters, the consultant will report to Lucy Atim (Montrose) and Elizabeth Onyango (Montrose)
  • HPF Fund Administrator will be responsible for flights.
  • The HPF Security Manager will be responsible for in-country safety and security procedures.


The Consultant will provide desk-based and/or in-country support for up to 36working days between 21st January 2019 and 18th March 2019. Travel dates are to be agreed with the Programme Manager.
