Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women Uganda, Commonwealth Parliamentary Association UK Branch (CPA UK) and Institute of Parliamentary Studies (IPS) are organizing a joint workshop for female parliamentary committee chair persons and their deputies to strengthen their committee management and leadership skills.

The training programme is part of UN Women Uganda’s programme with the Parliament of Uganda under the capacity building programme for leadership skills development for elected and appointed women at national and sub national level. The programme will also build on the long-term engagement of CPA UK with the Parliament of Uganda and the Uganda Women’s Parliamentary Association (UWOPA), through peer-to-peer learning and exchange.


Duties and Responsibilities

  • Make a Presentation on “HOW TO BE AN EFFECTIVE COMMUNICATOR ON TV PANEL DISCUSSIONS”
  • Share practical experiences of how this can be done in the Ugandan context and what lessons the current committee chairpersons can draw from this.
  • Provide a soft copy presentation to the workshop rapporteur for end of workshop reporting

Deliverables:

  • A clear presentation and strategies on effective communication on a TV panel discussion. The presentation will also provide media techniques training for the committee Chairs, to more effectively engage with the media in the Ugandan Parliament.

Required Skills and Experience

Education

A Bachelors degree or equivalent in Mass communication /Journalism, political science, public administration, Development Studies, Law, Sociology or a related field.

Experience

  • At least 5 years of experience in public sector management with specific focus on Governance and accountability.
  • Extensive knowledge on parliamentary functions and roles.
  • Extensive knowledge on media work in parliament and working with members of parliament.

Language

  • Fluency in written and spoken English is essential

Evaluation of applicants Candidates will be selected on the basis of cumulative analysis of:

  • Technical Qualification (100 points) weight [70%];
  • Financial/Price Proposal (100 points) weight [30%].

A two-stage procedure will be utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical Qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the offer or/individual is evaluated based on following:

  • Qualification and background- 10 Points
  • Experience and knowledge in Parliament functions and roles - 30 Points
  • Strong practical skills on media engagement and women’s political participation - 30 Points

Financial Proposal review criteria:

The financial proposal will be reviewed according to the following criteria:

  • Applicants are requested to include their daily fees
  • The total number of points allocated for the price component is 100;
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
