Summary of Role

IntraHealth is seeking a Chief of Party (COP) for a proposal for the RISE II Health Services Delivery Activity – USAID/Senegal, Sahel Regional Office’s second phase of the RISE project. The RISE II goal is that: Chronically vulnerable populations in Burkina Faso and Niger, supported by resilient systems, effectively manage shocks and stresses and pursue sustainable pathways out of poverty. Research shows that increased gender equality and improved health outcomes for women strengthen families and build social capacity to navigate through periods of societal and personal instability. The COP will bring forth the strategic vision of this unique, transformational project which seeks to contribute to absorptive, adaptive, and transformative resilience capacities and will measure the extent to which those capacities are enhanced over the life of RISE II.

Essential Functions:

  • Provide strategic technical, managerial and fiscal leadership assuring that the project is in compliance with IntraHealth and USAID policies and procedures;
  • Ensure the achievement of high quality results by IntraHealth, its sub-contractors and sub grantees and that all deliverables are met on time and within budget;
  • Build an integrated vision amongst related components and diverse actors, focusing on improved gender equality through economic well-being and health, family planning, and nutrition outcomes.  The avenues for empowerment include: systems strengthening, capacity building for resource mobilization, decentralized governance, mobilization of civil society, and youth engagement;
  • Serve as key liaison and work collaboratively with USAID, the Ministries of Health at all levels, local Government authorities and other stakeholders and partners in implementation of the project to ensure the alignment and integration of the program with the Governments of Niger and Burkina Faso’s policies and strategies;
  • Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and USAID;
  • Directly supervise and oversee the work of project staff, including sub-contractors and sub-grantees;
  • Lead communication and reporting to Government of Niger and Burkina Faso entities such as the Ministries of Health.

Requirements

  • Master’s degree or higher in public health, business administration, international development, economics, gender studies or similar field;
  • 15 years of demonstrated experience in leading, implementing, managing and delivering results in health or economic development programs in low income countries, in particular serving vulnerable groups;
  • Prior experience as a COP, Deputy COP or equivalent for a USAID-funded project;
  • Demonstrated supervisory experience of multidisciplinary and multicultural technical, programmatic and operational teams;
  • Extensive experience building and maintaining effective partnerships and leveraging resources with national, regional, and development stakeholders and partners;
  • Strong written and oral communication skills in English (4S/4R minimum) and French (4S/4R minimum);
  • Demonstrated representational experience with government, donors, international agencies, private sector, and other key stakeholders;
  • Ability to travel between Niger and Burkina Faso as well as in country an estimated 35-40% time.

Preferred:

  • Experience working in the field of Health, in particular with integrated services including Family Planning, Maternal and Child Health and Nutrition;
  • Experience working in Francophone West Africa, particularly in the Sahel.
