Global Health Corps is a leadership development organization that offers a yearlong paid multidisciplinary fellowship for emerging leaders, ages 21-30, through partnership with nonprofits and government agencies on the front lines of health, in Malawi, Rwanda, Uganda, Zambia, and the US.

The Monitoring and Evaluation Officer will support The Ihangane Project (TIP) team, Ruli District Hospital, Rwanda Ministry of Health, associated health centers, and health care recipients to implement an Android application (E-Heza Digital Health Record) that has been developed to support the health centers’ ability to care for pregnant women and children. The role will support three components of E-Heza Digital Health Record development and expansion: refining software based on user feedback, expansion strategies as we scale throughout Rwanda, and linkage of the E-Heza database to the Rwanda Ministry of Health (MoH) database.

The Officer will conduct focus groups with nurses and mothers to improve the digital health record and will assist TIP in developing an implementation strategy as we expand use of the digital health record to new health centers. The Monitoring and Evaluation Officer will also adjust the design of the current database to ensure that it can be used to establish health center dashboards and link to the Rwanda MoH database system, DHIS2. In addition to collaborating with health care workers and TIP, the Officer will interact with the Rwanda Ministry of Health, software developers, and software designers.

Responsibilities:

  • Conduct focus groups with end users to improve the user experience with E-Heza

  • Manage interactions with developers and designers on GitHub

  • Collaborate with the TIP Data Specialist and Project Manager to establish a national implementation strategy

  • Conduct monitoring and evaluation (M&E) for health centers involved in the pilot of E-Heza

  • Support synchronization of E-Heza’s database with the Rwanda MoH’s database

  • Assist the Business Administration Liaison with design and implementation of M&E process for their work

  • Key deliverables:

  • Reports that describe key findings from focus groups and stakeholder meetings

  • Standard reference guide that clearly outlines our strategy, policies, and procedures for national expansion


Skills and Experience:

Items indicated with an asterisk (*) are required

  • Bachelor’s degree*

  • Experience using data management or database systems such as MIS*

  • Experience with qualitative data collection and analysis, e.g. conducting focus groups or surveys and analyzing responses to identify key takeaways*

  • Strong writing skills with the ability to translate complex or technical information into accessible summaries or reports*

  • Ability to work both independently and as a part of a team*

  • Demonstrated organizational, verbal, and interpersonal skills*

  • Comfortable living in a rural setting, where electricity and internet connection are somewhat unpredictable*

  • Empathic, patient problem solver and self-starter*

  • Interest in emerging markets and health care delivery*

  • Experience with mobile and/or tablet technology (especially Android)

  • Experience with or training in database design

  • Training or experience in statistical analysis and/or health informatics

  • Experience and/or training in strategic planning or program development

  • Working proficiency in French and/or Kinyarwanda

  • Possess an understanding of service delivery in low-resource settings, especially health care delivery infrastructure in Rwanda

  • Demonstrated ability to interact with different cultural groups
